PDD 30 ticket 6 the question is why the disagreement. What are the requirements for the organized transportation of a group of children

In what directions is traffic allowed from the right lane?

Analysis of the requirements of the rules for the driver

Crossings are allowed to go straight and to the right.

From the right lane, according to marking 1.18, only movement to the right is allowed.

Is there a conflict in requirements?

The signal of the traffic controller allows movement straight and to the right - this general requirement, which allows traffic through the intersection. The traffic controller does not control traffic in lanes.

The traffic controller - allows or prohibits movement through the intersection (roughly speaking, it performs the function of a traffic light). The traffic controller does not require you to move straight from the right lane. Its signal means permission to move in the general case.

Driving in lanes is a special function of road markings and its requirements do not intersect with the requirements of the traffic controller, but clarify the order of movement through the intersection.

Road markings introduce a special mode of movement. In particular, the prohibition of movement directly from the right lane.

The marking determines the direction of movement from each lane with the permission signal of the traffic controller to move in this direction. In the general case, with such a signal from the traffic controller, driving straight ahead is allowed; in a special mode, driving straight ahead is allowed only from the left lane.

Below is a similar example for clarity. The signal of the traffic controller allows movement to the right. Do you see the requirement to move to the right?

It's the same with the markings, do you see the inspector's requirement to move straight from the right lane? That's when such a requirement is clearly visible from the side of the traffic controller, then we can talk about the contradiction between the requirements of road markings and the order of the traffic controller.

Good afternoon, dear reader.

On January 3, changes to the rules of the road came into force, affecting the organized transportation of children and discussed in.

Following the changes in the rules, an order of the Ministry of Internal Affairs "On Amending Exam Tickets" appeared. This article will cover new questions which may be encountered in the theory exam.

Please note that the order was signed on January 18, 2018, i.e. the probability of "stumble" on new questions in the traffic police is quite high. Therefore, if you have to pass the exam when obtaining rights or when, then I recommend studying this article.

Changes made to next questions:

What requirements are mandatory for organized transportation of a group of children?

Ticket 16, question 17 (CD set).

  • The bus must be equipped with identification signs "Transportation of children".
  • The driver must have at least 1 year of uninterrupted work experience in driving a vehicle of category "D" on the date of the start of the organized transportation of a group of children.
  • Children must be accompanied.
  • All of the above requirements.

A comment:

The situation is regulated by clause 22.6 of the SDA:

22.6. Organized transportation of a group of children must be carried out in accordance with these Rules, as well as the rules approved by the Government Russian Federation, in the bus, marked with identification signs "Transportation of children".

Rules for the organized transportation of a group of children by buses:

8. Drivers meeting the following requirements are allowed to drive buses carrying out organized transportation of a group of children:

  • having continuous work experience as a driver vehicle category "D" for at least one year on the date of commencement of organized transportation of a group of children;
  • not committed administrative offenses in the field of traffic, for which an administrative penalty is provided in the form of deprivation of the right to drive a vehicle or administrative arrest, during the last year;
  • who have passed a pre-trip briefing on the safety of transporting children in accordance with the rules for ensuring the safety of transportation of passengers and goods by road and urban surface electric transport, approved by the Ministry of Transport of the Russian Federation;
  • who have passed a pre-trip medical examination in accordance with the procedure established by the Ministry of Health of the Russian Federation.

14. The head or official responsible for ensuring road safety, organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer provides appointment to each bus transporting children, accompanying children, who accompany children during transportation to their destination.

The number of accompanying persons per 1 bus is assigned based on their presence at each door of the bus, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons in the specified bus.

The correct answer is the fourth.

If it is impossible to determine the presence of a coating on the road (dark hours, mud, snow, etc.), and there are no priority signs, then:

Ticket 19, question 15 (ABM and CD sets).

  • You have the right to believe that you are on the main road.
  • You should consider that you are on an equivalent road.
  • You must assume that you are on a secondary road.

A comment:

The situation is regulated by clause 13.13 of the SDA:

13.13. If the driver cannot determine the presence of a road surface (darkness, mud, snow, etc.), and there are no priority signs, he must assume that he is on a secondary road.

Note. Previously, question 19-15 dealt with the rules of passage and completely coincided with question 16-14.

You can continue driving:

Ticket 30, question 6 (ABM and CD sets).

  • Only straight.
  • Straight or right.
  • Only to the right.

A comment:

The situation is regulated by paragraph 6.10 of the SDA:

6.10. The controller signals have the following meanings:

  • ARMS EXTENDED TO THE SIDES OR DOWN:

    from the left and right sides trams are allowed to go straight, trackless vehicles go straight and to the right, pedestrians are allowed to cross the carriageway;

from the side of the chest and back, the movement of all vehicles and pedestrians is prohibited.

From the side of the right side of the traffic controller, movement is allowed straight and to the right. However, you have occupied the right lane, intended only for driving to the right.

Clause 6.15 of the SDA:

6.15. Drivers and pedestrians must comply with the requirements of the signals and orders of the traffic controller, even if they contradict traffic signals, traffic signs or markings.

In this case, the controller signal has priority, i.e. the driver can continue driving straight and to the right. The correct answer is the second one.

Additional comment on question 30-6

First of all, note that earlier in this question there was another correct answer - "Just to the right." However, the traffic police for some reason decided to change the prevailing attitude to the situation.

Indeed, if you read paragraph 6.15 of the SDA verbatim, it turns out that the signals of the traffic controller cancel the requirements of any road signs and markings. However, this leads to numerous ambiguous situations. Let's consider some of them.

1. Let's look at the picture from question 30-6 again:

The signal of the traffic controller allows movement straight and to the right. Therefore, it contradicts the markings applied in the right lane. The driver follows the signal from the traffic controller and drives straight ahead.

There is another car in the second (left) lane. The situation through the eyes of his driver. The signal of the traffic controller allows movement straight and to the right. It fully corresponds to the markings applied in the second row. Therefore, the driver can turn right.

The trajectories of cars intersect, an accident occurs. Who is its culprit?

2. Let's look at another example:

So, the orange car drives up to the intersection where the traffic controller works. The signal of the traffic controller allows movement straight and to the right. It has priority over the road sign, so the driver turns right and gets into one-way traffic, and moves along it in. The question arises, who will be to blame for a one-way traffic accident if none of the drivers violated the rules?

Maybe the traffic controller who showed the appropriate gesture? However, he also has little choice. The rules contain only a few gestures. Moreover, if the movement of cars is allowed (for any gesture), then turning to the right is also allowed. That is, the traffic controller either forbids the orange one to go at all, or allows him, among other things, to make a right turn.

In general, the new answer to question 6 of ticket 30 raises many questions.

By the way, the ambiguity in the interpretation of paragraph 6.15 can be easily eliminated by adding to this paragraph a list of signs and marking numbers that are canceled by the signals of the traffic controller. However, this has not yet been done.

A consolation for drivers can be the fact that traffic police exam tickets are not normative document and carry no legal effect in real driving situations. Therefore, I recommend that you simply remember the answer to question 30-6, but in life you must comply with the requirements of the traffic controller, and the requirements of road signs and markings.

Is it allowed to transport people in a towing bus when towing on a rigid or flexible hitch?

Ticket 40, question 17 (CD set).

  • Allowed.
  • It is allowed only if it is driven by a driver who has the right to drive vehicles for 2 or more years.
  • Forbidden.

A comment:

The situation is regulated by paragraphs 20.2 and 20.2 1 of the SDA:

20.2. When towing on a flexible or rigid hitch transportation of people in a towed bus is prohibited, trolleybus and in the body of a towed truck, and when towing by partial loading - the presence of people in the cab or body of the towed vehicle, as well as in the body of the towing vehicle.

20.2 1 . When towing towing vehicles must be driven by drivers who have the right to drive vehicles for 2 or more years.

In this case, people can be in the towing bus. It is not prohibited. The correct answer is the second one.

Let's sum up this article. In principle, the innovations touched upon only a few issues, and it will be quite easy to remember them. However new question 30-6 changes the usual picture that has been hammered into the heads of driver candidates for years. I wonder why the traffic police decided to update this task?

Good luck on the roads!

Regarding "Ticket 30, question 6 (ABM and CD sets)":

Why produce DD rules that contradict real traffic on the road - this is the main question today.

Konstantin-70

In my opinion paragraph 6.15. “Drivers and pedestrians must comply with the requirements of the signals and orders of the traffic controller, even if they contradict traffic signals, traffic signs or markings” should work in cases where “The traffic controller can give hand gestures and other signals understandable to drivers and pedestrians”, i.e. e. compels you to take some action. For example, continue moving under a prohibition sign, turn right from a left position, stop in the area of the “No Stopping” sign, etc. And in the case of clause 6.10 (three signals stipulated by the Rules), the traffic controller performs the function of a traffic light, i.e. regulates the order of passage and in this case only priority signs and traffic signals do not work, everything else - signs, markings, location on the roadway must be taken into account.

Konstantin-70

In the Administrative Regulations of the Traffic Police Order 185 in Appendix 2, where the signals of the traffic controller are stipulated, it is clearly stated: for example, "Vehicle traffic is allowed in the forward direction and turning right." The keyword is ALLOWED, not required.

Absolutely right, Konstantin. The concepts of allowed and obliged are being substituted. In question 30-6, the signal from the traffic controller IS ALLOWED to go straight and to the right. But the marking 1.18 OBLIGES to turn right from the right lane. In this case, clause 6.15 of the SDA is not applicable, since it deals specifically with performance requirement signals and orders of the traffic controller, and not on the mandatory implementation permitted signals.

In M. Kalashnikov's article, this fact is not considered in any way, but it is obvious. On the contrary, it is proposed to somehow add something to the traffic rules: By the way, the ambiguity in the interpretation of paragraph 6.15 can be easily eliminated by adding to this paragraph a list of signs and marking numbers that are canceled by the signals of the traffic controller. However, this has not yet been done.

Natalia-134

Good afternoon, tell me, about what specific order of the Ministry of Internal Affairs "On amendments to examination tickets" (its number and date)? The fact is that the day after tomorrow I have a theoretical exam at a driving school, and on February 2 - at the traffic police. I couldn't find the order you mentioned. On the official website of the Ministry of Internal Affairs, tickets of the SD category are presented without changes from 01/03/18. How should I be and how should I answer the exams?

Thank you in advance.

You need to do it like this:

Traffic controller signals should only cancel traffic lights and priority signs. And the orders of the traffic controller cancel everything (traffic lights, markings, signs, even traffic rules).

It is necessary to clearly spell out the explanation between the signals and orders in the traffic rules. There is something about the signals of the traffic controller, not a word about the orders of the traffic controller, so you have to guess and fantasize what the orders of the traffic controller can mean ......

And who has the authority to make changes to the tickets? I really want to look into the eyes of these people who are not at all worried about traffic safety. but only bring confusion

Natalia, Eugene, Hello.

The order (No. 13/4-425 dated January 18, 2018) is an internal document of the Ministry of Internal Affairs and is not published anywhere. I can only say that already on January 25, readers wrote to me that they had come across new questions in the traffic police. Therefore, if you have to take an exam in the near future, I recommend that you check with the employee before the exam whether tickets have been updated in this unit. And act on that.

As for the official website of the traffic police, unfortunately, practice shows that updating tickets there can take several months.

Good luck on the roads!

I don't understand one thing. Regarding Ticket 30, question 6. Such a panic around this issue))) Now explain to me, is it possible for a driver who drives in the leftmost lane before making a maneuver, if he has already been pinned to turn right, SHOULD NOT in the rear-view mirror make sure that there is no right interference???

Absolute incompetence!!! Paragraph 6.15 is not even "far-fetched", the author of the problem is completely unaware of elementary concepts. How could THAT have leaked through the editorial department? After all, even discarding the legal justification (Konstantin70; GDW nik; M. Kalashnikov - thanks guys) it simply contradicts COMMON SENSE!

The task should definitely be excluded from the collection, otherwise tomorrow we will be able to draw a justification from the traffic rules for passing through pedestrians.

I disagree with you about ticket 30, question 6.

1) that there is a markup turning to the right, which means that your picture is an example is not relevant because there can no longer be one-way traffic. and therefore the green car should not be there

2) if there is no identification sign on the main road for the red car, then it must yield to the orange one, because the traffic controller is currently signaling to him.

Traffic controller signals should only cancel traffic lights and priority signs. What permission signals of the traffic controller should we pay attention to? Cancels priority signs, but does not change the traffic pattern! Why break this algorithm?

Absolute incompetence!!

In my opinion, there are deeper processes in the head of the chief who signed the order. First, by order dated 01/18/18 changes are made to the examination tickets from 01/03/18, and this is not published anywhere. Secondly, going back to question 30-6 - even if the driver drives straight in the right lane, he still does not comply with the "requirements of signals" of the traffic controller. After all, the traffic controller "requires a signal" forward and to the right(Section 6.10 SDA), and the driver drove just straight.

Hello! 30 ticket 6 question - this is just a masterpiece from the Ministry of Internal Affairs !!! The traffic controller and traffic lights are designed to divert traffic, and the markings and signs along the lanes help in directions. It turns out that if I go to the green, then I am guided by the markings, and if the traffic controller comes out, then according to his signals ... Conclusion: on the day the traffic controller comes out, there will be a lot of accidents! Then, in theory, guided by clause 6.15, the traffic controller cancels all the markings and signs .... And now imagine that we are turning under the sign 3.1 and, to the whistle of the traffic controller, we prove to him that the uncles from above said that he canceled everything! We show him the commentary on ticket 30, question 6...

As far as I understand, paragraph 6.15 means that the traffic controller can cancel both the signs and the markings, but in cases where it is forcibly required to turn or the organization of the road traffic has changed due to repairs, an accident ... In life it was that the traffic controller recommends , but does not force! We take into account rows, signs, markings! And now someone smart decided to redo it!!! No words.....

Autocomp

I am shocked by your phrase that Tickets are not a normative document. Legally significant actions (exams and the issuance of a wu to manage a source of increased danger) are carried out on the basis of tickets, which are not any document. Once again I am convinced of my appeal to the students: “I AM ASHALED FOR THE RULES THAT I TEACH YOU”

Vrepuchatel

Dear Artur, Konstantin and GDW nik! I don't doubt your competence. I admire your perseverance in trying to figure things out, explain things, and put things in order. But the position of Maxim surprises. Why Driver Candidates Need to Adapt or Adapt to " Old Testament"if everyone should already live according to the" New "? Our traffic rules, unfortunately, are far from perfect, there are a lot of gray (uncertain, blurry and even science fiction) and white (generally not spelled out concepts and rules) spots. And some changes and additions to the traffic rules are generally baffling!I really want to ask those who have been "driving" these questions since 2006.

:

In January 2018, there were changes in the theoretical exam in the traffic police: 2 questions were replaced in categories "A", "B", "M" and 4 questions in categories "C" and " D ". It seems nothing out of the ordinary - a regular update. But, using the answer to one of the problems of traffic rules, you can easily get into an accident. Although the motorist will act according to all the rules. However, let's talk about everything in order.

It all started in a trite way: with the update of the Rules of the Road. On January 3, 2018, legislators clarified the concept of "Organized transportation of a group of children" in clause 1.2 of the SDA. It seems nothing global, but two weeks later, the head of the traffic police, General Mikhail Chernikov, signs a decree demanding that the exam tickets be corrected. At the same time, he refers to the same Government Decree of 01/03/2018 with changes in traffic rules.

Yes, one of the corrected theoretical questions (for categories "C" and " D ”) does concern the organized transportation of children. At the same time, the question itself has not changed: the traffic police officers only corrected the wording of one of the answers. But one of the edits (in question 6 out of 30 of the ticket) made a lot of controversy, although it has absolutely nothing to do with the current changes in traffic rules.

This controversial issue concerns the passage of an intersection controlled by a traffic controller.

You are driving in the right lane on a two-lane road. Markings are applied on the asphalt: from the right lane - exclusively to the right, from the left - straight or to the right. Prior to the changes to the exam tickets, when driving through the intersection, you should not only use the instructions of the traffic controller, but also take into account the arrows drawn on the road surface. And, accordingly, turn right. The correct option sounded like this: "Only to the right."

Now, in the traffic police, they suddenly remembered the existence of clause 6.15 of the Rules of the Road, according to which the signals of the traffic controller completely cancel the instructions of any road signs and markings. So now from the right lane you can safely move not only to the right, but also straight ahead. And now on the road there is a threat of an accident. Let's consider a couple of emergencies that will be created by a driver who turned according to a new answer to the traffic police exam question.

Situation one: you are “rammed” by a car on the left

Well, since the rules allow you to ignore the markings, and the position of the traffic controller allows you to move straight and to the right, then perhaps I will take advantage of this offer and cross the intersection without turning, the driver in the right lane thinks. At this time, another car is moving in the second (left) lane. What does he see? The traffic controller allows the passage straight and to the right. Its signals completely coincide with the markings applied on the asphalt. Therefore, the motorist, without thinking twice, turns the steering wheel to the right. The trajectories of the cars intersect and ... boom! Accident! The most difficult thing remains: to find out who is to blame?

Situation two: exit to the "oncoming lane"

Let's change the data a bit. Imagine that you are approaching an intersection, resting on the sign "Go straight or left." A one-way road goes off to the right (towards this intersection). The traffic light is broken, and instead of it the situation is "resolved" by the traffic controller. You wait for him to turn sideways towards you, his hands at his sides (which means you can go straight or to the right). And since, according to clause 6.15 of the traffic rules, the gestures of the traffic controller cancel the prescriptions of any road signs or markings, you can safely turn right and ... get on a one-way road, and you will have to drive along it against the flow. Hence the reasonable question, who is found guilty of an accident in such circumstances, if both motorists were moving exclusively within the rules of the road?

Who is to blame and what to do?

Perhaps the whole thing is the traffic controller, who showed the drivers the “wrong” gesture? Hardly. The problem is that he has few options for signaling, to put it mildly. The rules of the road (specifically clause 6.10 of the SDA) include only a few gestures. At the same time, when he allows the car to move (no matter in which direction), it automatically allows the driver to also turn right. That is, the traffic controller either prohibits the car from moving at all, or allows it, among other things, to make a right turn. And the markings and road signs for drivers, it turns out, are not a hindrance.

Fortunately, the exam questions for future drivers, although they are approved by the head of the traffic police, are not a regulatory document and do not represent any legal force if the case suddenly comes to court. In general, pure theory. Therefore, we recommend that you simply remember the correct answer from the computer’s point of view to this ambiguous sixth question of the 30th ticket: “Straight or right”, but in life it’s better to listen to the gestures of the traffic controller and to the instructions of road signs and markings.

By the way, legislators can easily correct the situation with the ambiguous interpretation of clause 6.15 of the SDA if they indicate in this clause of the Rules a list of signs and marking numbers that remain valid, even with the signals of the traffic controller.

Second question

Another question for categories "A", "B", "M" (ticket 19 question 15) before the changes concerned the passage of roundabouts and did not cause disputes and disagreements. And they replaced it, because it completely coincided with question 14 in the 16th ticket. Now the question concerns the passage of an intersection, when for some reason (night, heavy rain, snowfall) it is impossible to see the markings on the asphalt, and there are no priority signs.

The situation is regulated by clause 13.13 of the SDA, which instructs the driver, under these circumstances, to yield to other road users. So the correct option is number 3, that is, the driver must assume that he is driving on a secondary road. It is logical: if everyone does not think that they are the most important on the road, then there will be much fewer accidents.

It is worth noting that the order was signed on January 18, 2018, which means that the opportunity to meet with modified tasks during the delivery of theory to the traffic police is quite large. Therefore, if you are preparing to become a driver or return a driver’s license after deprivation, it will be useful to periodically monitor what new legislators are introducing into the traffic rules. No fluff!

Ticket 30 - Question 1

Which picture shows an intersection?

1. Only on the left.

2. Only on the right.

3. On both.

The intersection is shown only in the left figure, where a dirt road adjoins the paved road. Departures from adjacent territories (including from courtyards) are not intersections (clause 1.2).

Correct answer:
Only on the left.

Ticket 30 - Question 2

You can do a reversal:

1. Only along trajectory A.

2. Only along trajectory B.

3. On any trajectory from the indicated ones.

The road adjacent to the left has two carriageways. Sign 4.1.1 "Driving straight" acts only on the first intersection of the carriageways in front of which it is installed, prohibiting left turns and U-turns here. At the second intersection, there are no restrictions on maneuvers, so you can turn around here (trajectory B).

Correct answer:
Only on route B.

Ticket 30 - Question 3

Are you allowed to park your car at this location on odd days of the month?

1. Allowed.

2. Allowed only after 19 hours.

Correct answer:
Make sure that the maneuver is safe, then turn on the left turn indicators and proceed with the maneuver.

Ticket 30 - Question 8

You intend to start from the sidewalk. Should you give way to a motorcycle turning around?

1. Must.

2. You shouldn't if you are driving a passenger taxi.

3. Shouldn't.

Before starting off the pavement, you must make sure that you do not endanger traffic or obstruct other road users. Therefore, you must give way to a motorcycle making a U-turn (section 8.1).

Correct answer:
Must.

Ticket 30 - Question 9

Is the driver of a passenger car allowed to reverse to get a passenger in a tunnel?

1. Allowed.

2. Permitted, if this does not interfere with other road users.

Correct answer:
Forbidden.

Ticket 30 - Question 10

In this situation, you are allowed to move:

1. Only on the right lane.

2. On the right or middle lane.

3. On any lane.

On a free road located in locality and having three traffic lanes in this direction, you are allowed to move in any lane, except for the left one (clause 9.4).

Correct answer:
On the right or middle lane.

Ticket 30 - Question 11

Is it legal to overtake in a tunnel?

1. Allowed.

2. Permitted only in the presence of artificial lighting.

Taking into account the increased danger of passage of artificial structures on the roads, the Rules prohibit overtaking on bridges, overpasses, overpasses and under them, as well as in tunnels (clause 11.4).

Correct answer:
Forbidden.

Ticket 30 - Question 12

Is it possible for the driver to park the car in the specified way?

2. It is possible, if this does not interfere with the movement of other vehicles.

3. You can't.

Parking the car at an angle to the edge of the carriageway is permitted only where there is a corresponding widening of the carriageway. In other places, the driver is obliged to park the car parallel to the edge of the carriageway (clause 12.2).

Correct answer:
It is forbidden.

Ticket 30 - Question 13

When do you have to give way to a truck?

1. When turning left.

2. When turning.

When turning left or making a U-turn at the permissive signal of a traffic light, you must give way to an oncoming truck turning right (clause 13.4).

Correct answer:

Ticket 30 - Question 14

You intend to continue straight ahead with a yellow flashing traffic light. Your actions?

1. Stop and continue driving only after the traffic light turns green.

2. Give way to the horse-drawn cart.

3. Pass the intersection first with the oncoming vehicle.

With a yellow flashing traffic light, the intersection is considered unregulated (clause 13.3), so you must, guided by the rules for passing the intersections of equivalent roads, give way to a horse-drawn cart approaching from the right (clause 13.11).

Correct answer:
Give way to the horse-drawn cart.

Ticket 30 - Question 15

You intend to turn left. To whom do you have to give way?

1. Passenger car and bus.

2. Only by bus.

3. Motorcycle only.

4. Nobody.

Passing this intersection of unequal roads in the direction of the main road (signs 2.1 "Main road" and 8.13 “Direction of the main road”), you have an advantage not only over the bus and car located on the secondary road (clause 13.9), but also over the motorcycle, which, like you, moves along the main road and for which you are “an obstacle on the right » (clauses 13.10 and 13.11).

Correct answer:
Nobody.

Ticket 30 - Question 16

In what case is the driver of a vehicle approaching an unregulated pedestrian crossing required to give way to pedestrians?

1. If pedestrians cross the road.

2. If pedestrians have entered the carriageway (tram tracks) to make the transition.

3. In both listed cases.

The driver of a vehicle approaching an unregulated pedestrian crossing is obliged to give way to pedestrians crossing the road or entering the carriageway (tram tracks) to make the crossing (clause 14.1).

Correct answer:
In both cases listed.

Ticket 30 - Question 17

In what directions is traffic allowed from the right lane?

Analysis of the requirements of the rules for the driver

Crossings are allowed to go straight and to the right.

From the right lane, according to marking 1.18, only movement to the right is allowed.

Is there a conflict in requirements?

The signal of the traffic controller allows movement straight and to the right - this is a general requirement that allows traffic through the intersection.
