Most likely, this is due to the religion of people of the North Caucasian nationality. As you know, the size of the Russian army is declining, and will be declining in the future. Persons of the "North Caucasian" nationality have been happy to join the army at all times, even now in Dagestan they give bribes to be drafted into the army. Throughout the rest of Russia, the picture is the opposite - bribes are given so that they are not drafted into the army. They write pamphlets and books on how to legally avoid military service in the Russian Armed Forces, millions of “advice” on the Internet on how to avoid the army. Against this background, the desire to serve, it would seem, should be welcomed, encouraged, set as an example, and so on.

No! They keep silent about this, these wonderful impulses of the North Caucasian youth are ignored, hushed up. Consequently, in the event of war, they will become "cannon fodder", which can be sacrificed at the right time.

Our generals are not going to do war time without persons of North Caucasian nationality? It is no secret that Caucasians served in the Russian army for hundreds of years, served the Motherland without sparing their lives, legends were made about their courage and heroism, they received orders and high ranks. And what will it look like? General Mobilization is announced, "except for persons of the North Caucasian nationality"!

Or are there other tasks before the military? For example, do not draft Caucasians into the army, because they are potential enemies, you should not teach military affairs to someone who can use this knowledge against you. It turns out that someone has already decided for sure: who is a friend and who is an enemy. We conclude that soon a war may begin in the North Caucasus and the army, which will have to lead fighting, should not consist of people from the given region. Since they will not go against their people, relatives and friends, this is unambiguous.

Or will the North Caucasus be separated from Russia? In this case, the conscription policy of military officials also becomes understandable. In any other case, this is a gross mistake, if not a crime, with unpredictable consequences.

Based on today's realities: increasing anti-Caucasian sentiments in society, demands to stop feeding and separate the Caucasus, not providing Caucasians with work in public institutions, refusal to call for active military service, refusal to provide land for the construction of mosques, courts that decide in the cases of Caucasians according to "public resonance", attempts to create Cossack formations in the regions, which are designed to put things in order with the influx of the North Caucasian population into one or a different region, all this speaks of a purposeful policy of the authorities different levels keep the peoples of the North Caucasus within certain national boundaries.

In fact, depriving them of their constitutional rights: the right to free movement and residence in any region of Russia, the right to serve in the Russian Armed Forces and defend, if necessary, their Fatherland. And if someone wants to go to work in the police, to become a regular military officer? It is surprising that this issue is practically not discussed anywhere, as if no one cares about it, behind the scenes decisions are made that can become life-changing for the whole country. There should be no divisions on the basis of nationality or religion among servicemen. Army problems must be solved by other methods.

Deportations

Volunteering

The scale of volunteerism in a particular republic demonstrated the level of tolerance of the local population to the Soviet political system. Therefore, local authorities made every effort to stimulate it. Often this resulted in the use of coercive measures against potential volunteers, which caused sharp opposition from the population.

In 1943, the ban on conscription of the North Caucasian highlanders acquired a new connotation. It formed the basis of measures aimed at the most complete identification, accounting and concentration in settlements persons of nationalities scheduled for deportation. Until the end of the war (in the case of the Balkars, Karachais, Chechens and Ingush - until the day of deportation), representatives of the North Caucasian peoples were accepted into the army exclusively on a voluntary basis.

Moreover, the reason for the “rebellion” was by no means wormy meat, as on the textbook battleship Potemkin, but an attempt to establish elementary discipline in the unit and gird the unbelted Caucasians. Under the tsar, the scoundrels would definitely not have been persuaded, in the Red Army they would not have thought of turning to the muftis either, but now times are different. Try to be strict - in an instant you will become a nationalist, or even the Nazis will be enrolled. The Committee of Soldiers' Mothers will get excited, human rights activists will drag them to the courts, fellow countrymen will come to help. What peoples of Russia are not drafted into the army?

Service in the Armed Forces is a rather important, responsible and obligatory stage for every citizen. Thanks to constant modernization, the army can provide a young person not only with general military training skills, but also learn many interesting professions. However, not everyone is destined to get into the troops, because due to the peculiarities of the draft campaign, citizens who belong to small nations are not subject to conscription.

What nations are not drafted into the army?

In the territory modern Russia about 140 million citizens live, while among the total population there are small peoples with an average number of people of about 10,000 - 100,000 individuals. A small group of peoples include: Ingush, Yakuts, Lezgins, Avars, Maris, Kumyks, Chuvashs, Chechens, Dargins and Kabardians. The general list includes the indigenous people of all remote areas, in particular Taimyr and Evenkia. Most domestic military registration and enlistment offices do not call up Dagestanis either, with the exception of individual cases when a citizen independently applies for the purpose of service and further employment.

The main reasons for the lack of conscription

The absence of military conscription among the listed groups of peoples is due to the fact that citizens live in fairly remote areas where there is virtually no infrastructure and administrative management. It is problematic, and sometimes simply impossible, for representatives of the military registration and enlistment offices to organize a draft campaign. For example, in order to register all young men in Yakutia, it is necessary to equip special points for medical examination and paperwork. The northern military registration and enlistment offices do not have such funds, because any recruiting activities are, first of all, large financial costs.

However, lack of money is not the only reason. For example, in Chechnya, in fact, there is no conscription into the army just because there is no tuned system of military registration in the republic. Moreover, not all districts have military registration and enlistment offices. In addition to the reasons listed above, the absence of conscription among small peoples is facilitated by the adoption of a provision in the Constitution in 1993, which clearly states that each conscription is regulated by federal laws, and the number of people for service is set by the president. At the same time, specific regions from where recruitment should be carried out are not indicated.

Why don't Chechens serve in the Russian army?

Not so long ago, at the end of 2014, the Chechen people were delighted with the news about the start of conscription into the Russian army. The last time Chechens were called up for military service in the Russian Federation was 20 years ago. However, in the spring of 2016, conscription from Chechnya was again suspended.

The essence of the problem

According to the liberal press, not a single citizen of Chechnya was called up for military service in the Russian army last year. About 7,000 potential soldiers were left behind. According to the same sources, in all the other republics of the Caucasus, everything is strikingly different with conscription. It was also noted that the decision not to draft Chechens comes directly from the top leadership.

Dubious Privilege

In 2017, residents of Chechnya will again have to miss spring call, as reported by the Republican Commissariat. The decision was made in connection with the desire to minimize the risk of clashes within military units, which, alas, are taking place. Most often, conscripts from the Caucasian lands form the so-called fraternities in parts, provoking conflicts on cultural and national grounds.

There is another version of this decision: the General Staff does not want to train future Chechen fighters. It's no secret that many residents of Chechnya are, albeit distant, but still relatives of real militants. There is no point in teaching military science to your enemies. At the same time, it is practically impossible or too costly to implement a thorough selection among Chechens on the principle of "loyal/disloyal".

Prospects for solving the problem

If we consider the statistics of 2014, when for the first time in 20 years Chechen soldiers then she wears quite positive character. The dynamics of the service of conscripts from Chechnya is characterized in an optimistic way: about 181 servicemen from the North Caucasus region returned home with letters of thanks. 100 of them were promoted to junior commander. From this we can conclude that in the near future the conscription of Chechen residents may resume. In addition, from the point of view of state policy, such an approach is at least unacceptable, and at the maximum it can lead to interethnic strife. After all, not all Chechens are militants.
