The conflict between Vladimir Morozov, head of the village of Atig, and Maksim Rumyantsev, a journalist from the Rezonans TV company (now the editor-in-chief of the Center for Free Journalism), began in November 2013. Then, at the suggestion of the mayor, the tractor driver made ditches along rural roads in order to prevent the roadbed from being washed away by melt and rain waters. The vehicles also drove along Kalinin Street (where the journalist built a bathhouse), thus making a small ditch between the road and the entrance to the site.
It would seem a good deed - the mayor attended to the problems of the villagers. However, Rumyantsev threw a tantrum and decided to teach everyone the “correct” life. He decided to act in the usual way, taking with him a neighbor in the area, Sergei Nikolaev. On December 5, 2013, Maxim Rumyantsev met the head of the village of Atig in the administration of Nizhniye Seryogi. Leaving the building, Vladimir Morozov proceeded to his SUV and got ready to go, but the brisk journalist insistently pounded on the windows.

“I turned the wheels in the opposite direction from Rumyantsev, which excluded the intersection of the trajectory of my movement with Rumyantsev, and began to move off. But as soon as I started, Maxim Rumyantsev took a step towards my car, leaned over and slammed his hand on the hood near the front fender of my car to prevent my departure. I braked sharply, and he immediately straightened up and no longer prevented my departure. I left without hindrance, because I saw that there was no run-in, let alone a ramming of a journalist, ”morozov says in his blog.

But according to the “victim” Maxim Rumyantsev, Morozov ran into him, damaging the meniscus either on the left or on the right knee - the journalist began to get confused in the testimony from the very first day. Nevertheless, despite the imaginary accident, after which Rumyantsev limped indicatively, he will remember this day for a long time. Still, for the plot with a fake run-in, he will subsequently receive a grant in the form of 300 thousand rubles as a “truth-teller journalist”, and the head of Atig, Vladimir Morozov, will be deprived of a driver’s license for leaving the scene of an accident, which in fact was not.

General reception

Rumyantsev did not stop there and decided to prosecute the official, but "stumbled" on the forensic medical examination.

“An expert in Nizhny Sergi unearthed that Rumyantsev had no injuries on his right knee, the left knee with a meniscus had nothing to do with the imaginary accident, because. It was so long ago that it is recorded in Rumyantsev's medical documents. This was the reason for the refusal to initiate a criminal case against me,” says Vladimir Morozov.
However, the "storyteller" Rumyantsev did not become limp and went further, personally contacting the head of the Investigation Department of the Investigative Committee of the Russian Federation for the Sverdlovsk Region Valery Zadorin. At the reception of the general, the “limping” journalist managed to cancel the refusal to initiate a criminal case, while he was clearly not embarrassed by the fact that he had to dissemble, looking into the eyes of a high-ranking security official.

The investigators had to study the circumstances of the case again, and the regional forensic experts had to deal with Rumyantsev's right and left knees. The result of the re-investigation conducted by the Revdinsky department of the Investigative Committee and Yekaterinburg forensic experts was a reasoned refusal to initiate a criminal case against Morozov. Nevertheless, Rumyantsev continues to spread information that he was “hit by a car for the truth.”

Bath story

The second episode of the "struggle for the truth" is connected with the "burnt" bathhouse of Maxim Rumyantsev. The fire broke out in the early morning of July 3, 2014. There was no smell of gasoline or other liquids characteristic of arson. The experts wrote a technical report, in which they concluded that the cause of the fire was the effect of the hot chimney of the stove on combustible materials in the steam room. According to one version, the cause of the accident was unprofessional brickwork or violations during construction.

As Maxim Rumyantsev then stated, the attackers allegedly set fire to the bathhouse, and he suspected of the insidious incident ... that's right, Mr. Morozov! Allegedly, this circumstance was indicated by a broken lock on the bathhouse.

“It would be more pleasant for any person to appear as a “heroic truth-seeker”, and not as a “crooked stoker or builder.” But not every crooked stoker will accuse people who are unpleasant to him of arson, which did not happen. Rumyantsev is also not a child and understands that firefighters entered the bathhouse, which caught fire due to the incorrect design of the chimney or improper kindling, without waiting for Rumyantsev to arrive from the city, ”the head of the village commented on Rumyantsev’s stories.

Truth is the weapon of liars?

Having done plenty of publicity at a bathhouse allegedly burned “for the truth” and a fake ramming by an SUV, Maxim Rumyantsev got to the media forum of the All-Russian Popular Front and even to a meeting with Russian President Vladimir Putin. Addressing the head of state, Rumyantsev told him three boxes, presenting himself as a martyr and an "honest journalist." For which he received, as we wrote above, a grant of 300 thousand rubles. Whether Rumyantsev is going to return the controversially earned money to the state is an open question.

If we take into account his slogan “Truth is our weapon”, then the “Russian patriot”, as Rumyantsev calls himself, has long discredited the postulates of journalism, forgetting about such principles of the profession as honesty and objectivity. However, where do they come from? According to some reports, Rumyantsev was unable to master the journalism program at the Ural State University. Gorky (now Ural Federal University). Interestingly, the “drop-out” tried his hand at the St. Tikhon Theological Institute, but was also expelled from there.

Infokiller

Probably, if Maxim Rumyantsev had studied “from and to” in a religious university, he would have been taught humility, tact and discouraged the desire to interfere in private life. For example, in the life of the rector of the Ural State Mining University Nikolai Kosarev. Rumyantsev flew around his dacha in Nizhniye Sergi on a radio-controlled quadrocopter, taking pictures of a cottage and a bathhouse. The spy not only caused moral inconvenience to the rector's family and guests, but at least raised the issue of an invasion of privacy.

"Russian patriot" Maxim Rumyantsev even conducted a journalistic investigation, trying to prove that the Kosarev site is in contact with the coastline of the Nizhneserginsky reservoir, which is a violation of the Water Code of the Russian Federation. This version is also supported by the fact that a proposal was “thrown” into the inner circle of Nikolai Kosarev to reduce the informational noise around the head of the university.

However, all the efforts of Rumyantsev have so far been unsuccessful. According to MK-Ural, an audit by the oversight agency found that there are currently no grounds for taking prosecutorial response measures. According to preliminary data, other regulatory authorities have not yet revealed violations of the law by Nikolai Kosarev. It turns out that Rumyantsev unreasonably "burdened" government employees with work?

Perhaps Maxim Rumyantsev should look for another specialization, for example, study at the Faculty of Law. In this case, his passion for writing statements would obviously subside. So, continuing the confrontation with the head of the Atig village, Vladimir Morozov, the arrogant journalist writes complaints to various departments, practically paralyzing the work of the municipal administration. However, most of the claims are not confirmed.
Sometimes it comes to the ridiculous: for example, Maxim Rumyantsev, who periodically applies to the Sverdlovsk prosecutor's office, decided to complain to the court against the same prosecutor's office represented by the press secretary of the regional supervisory agency Marina Kanatova.

According to Rumyantsev, he should have been given an answer on an official letterhead (the request concerned the situation with the road to the village of Serebryanka near Nizhny Tagil), but they answered by e-mail. Thus, the subject of "litigation" was the procedure for providing information. The Oktyabrsky District Court recently ruled that the actions of a representative of the prosecutor's office were justified, and Rumyantsev's demands were not subject to satisfaction. It is significant that Rumyantsev did not bother to inform the general public about his defeat.

This is not the first time that Maxim Rumyantsev has failed in lawsuits. In 2013, while working as a reporter for the Rezonans TV company, he released a story in the Truth of Life program in which A. Goller, a police sergeant from Nizhny Seryoga, was unfoundedly accused of theft. The law enforcement officer was described as "about a werewolf who was caught red-handed at the scene of theft and caught by the hand at the scene of the crime."
However, the inter-district investigation department established that Sergeant Goller was not involved in the theft. Later, this was confirmed by the Oktyabrsky District Court, to which the policeman filed a lawsuit for the protection of honor, dignity and business reputation. The court found that the information voiced in relation to Goller is discrediting and untrue.

It should be noted that Maxim Rumyantsev in this story did not bear responsibility for the "gag" - the defendant was Media Holding Rezonans LLC. According to one version, later the overly talkative journalist was asked to find another job, not wanting to be responsible for the empty talk of the employee.

Obviously, others will follow this defeat, and the restless journalist will still be forced to answer for his words. Including under the articles provided for by the Criminal Code of the Russian Federation. The head of Atig, Vladimir Morozov, who became the object of attacks from Maxim Rumyantsev, appealed to the President of the Russian Federation with a request to bring the "honest journalist" to justice.

I understand that you meant the support of journalists who are not afraid to go against officials, and not at all liars who falsify an invoice and then spread slander, and spread it even when they are already familiar with the investigation and signed that they were warned on liability for deliberately false denunciation. Dear President, I ask for your participation in bringing to justice citizen Rumyantsev, who misled you, and now talks about your support for his actions, thereby realizing your selfish interests,” Vladimir Morozov writes in an address to the president, alluding to those same 300 thousand rubles received by Rumyantsev in the form of a grant.

By the way, the appeal has already been considered and sent to the Ministry of Internal Affairs of the Russian Federation for an objective and comprehensive consideration. “I will give an answer to God and society for every word, because I am a journalist!” - exclaimed Rumyantsev when communicating with the president. Vladimir Morozov himself intends to end his career as a mayor and is not going to participate in the elections for the head of the village of Atig, which will be held in December 2016. He will again go into business (the family of the mayor owns a metalworking enterprise). By the way, relatives of Maxim Rumyantsev were also seen in commerce - his relatives were organizing weddings, selling balloons.

The main event of today's agenda was the opening of the second section of the Yekaterinburg ring road. This is the penultimate launch complex. In order to completely loop the highway, at the request of Yevgeny Kuyvashev, President Vladimir Putin instructed the Ministry of Transport to allocate 8.5 billion rubles from the federal budget. This will allow to unite all federal and regional highways into single system, thanks to which Yekaterinburg will get rid of transit trucks, which pass through the city up to 80 thousand per day. With these funds, it was planned to overhaul 112 kilometers of highways, eliminate 250-kilometer tracks and lay over 15 new ones, including connecting six villages to the "mainland" within the framework of the FTP "Sustainable Rural Development for 2014-2020" . The entrance to Krasnoturinsk will be opened in 2021, the connecting road in Volchansk - in 2020.

A significant part (almost 1.8 billion rubles) of the federal tranche was spent on the EKAD. Recall that out of 94.4 kilometers of the road, 58.7 were put into operation from 1997 to 2011. The last section - the southern half-ring - began to build six years ago. The object is divided into three launch complexes. The first one, connecting the Novomoskovsky tract with the entrance to the village of Medny, was completed ahead of schedule in December 2015. Now the construction of the second one is underway, from Medny to the Yekaterinburg-Polevskoy highway. Its length is 11.3 kilometers.

According to the state contract, the deadline is 2018, but significant budget investments and high rates of work will make it possible to do this by the end of 2017. As a result, it will be possible to withdraw about 40,000 cars a day from city streets, reduce the number of traffic jams, including on the routes involved in the 2018 World Cup, - says Vasily Starkov, head of the Sverdlovsk highway department.

The total cost of the second launch complex of ECAD is 6.28 billion rubles. The contract was concluded on the terms of PPP: the contractor will be paid for the work until 2020. By the same moment, it is planned to hand over the third launch complex 10.4 kilometers long, and the ring line will finally begin to live up to its name. In addition, the federal highways Perm-Ekaterinburg, Yekaterinburg-Shadrinsk-Kurgan, Yekaterinburg-Tyumen and the entrance from the M-5 Ural highway will be interconnected. The intensity of traffic through the capital of the Urals will eventually increase by 1.5-2 times, and up to 80,000 transit vehicles per day will be allowed to bypass.

No less large-scale work is being carried out in the regional center itself. The metropolis received 1.6 billion rubles from the federal and regional budgets this year. Of these, 600 million were replaced with asphalt on 17 streets, and most of them - a billion - were spent on reconstruction in the area of ​​​​the Central Stadium, re-laying engineering networks and tram tracks. The Repin-Malyshev and Lenin-Moskovskaya crossroads are already ready here. All private houses and barracks have been settled on Tatishchev, and communications will be laid out in their place. The renovation is scheduled to be completed in December 2017.

Under the terms of the tender, there should be toll collection points on the southern semicircle of the EKAD. In July 2016, the contractor even launched a survey of motorists on its website whether they are ready to spend 80-100 rubles for the opportunity to travel at a speed of more than 90 km/h. But this idea did not find a response among people.

More than 2.1 billion rubles will be allocated in 2016 for the construction of the second start-up complex of the southern semicircle of the EKAD - the road from the entrance to the village of Medny to the Polevskiy tract. Significant budget investments, as well as the high pace of work of the contractor, will make it possible to commission the facility ahead of schedule - by the end of 2017. This was announced on June 29 by Vasily Starkov, head of the Sverdlovsk Region Road Administration, during an inspection of the road under construction by journalists and members of the public.

At present, the contractor (Trest Uraltransspetsstroy OJSC) is working on all sections of the highway under construction. Preparatory work 100 percent completed, 60 percent of the roadbed erected. “There are several narrow sections left - in the area of ​​​​the interchange with Novosibirskaya Street, where large earthworks are planned, as well as in two sections where it is required to rebuild power lines,” said the first deputy general director of the Uraltransspetsstroy trust » Mikhail Malinovskikh.

The overpass at the interchange at the intersection with the Polevskiy tract is located in high degree readiness. Builders have also made significant progress in work on the first overpass at the intersection of the Yekaterinskaya Ring Road with the entrance to the Sverdlovsky landfill. At this facility, it remains to lay the coating, make markings, install a barrier fence, complete the finishing and painting of the structures. On the road, the construction of the top layer of the base from a coarse-grained asphalt concrete mixture (these works were completed at 3.7 kilometers of the road) and the construction of the lower layer of the pavement from the fine-grained asphalt concrete mixture (works were completed at 1.53 kilometers of the road) were started. It should be noted that in the course of construction for the production of geodetic marking works, the installation of constructs from inert materials, the contractor uses an innovative GPS-leveling system.

The project provides for the construction along the highway of two bus stops. A parking lot is also planned - with a toilet, a flyover and a gazebo. Along the entire length of the road, it is planned to install a parapet fence of the New Jersey type, and along the axis of the road and on the sides of the exits - electric lighting poles. It is planned to install noise barriers on some sections of the road and transport interchanges.

According to the state contract, the deadline for the completion of the facility and all overpasses was scheduled for 2018. However, the regional authorities managed to attract significant investments from the federal budget for the construction of the facility, so it will be possible to commission the facility by the end of next year. “In 2014-2015, about 1.5 billion rubles were allocated for the construction of the facility, of which about 1 billion are federal budget funds. This year it was possible to attract significantly more federal funds - an agreement was signed for the amount of more than 1.7 billion rubles. These funds will be used specifically for the construction of the EKAD. Taking into account regional funding, about 2.1 billion rubles will be allocated for the road this year. This will allow you to pass the road ahead of schedule. As a result, by the end of 2017, it will be possible to withdraw about 40,000 vehicles a day from city streets, reduce the number of traffic jams in the city, including on the routes that will be involved in the 2018 World Cup,” said Vasily Starkov.

We add that the cost of construction of the second start-up EKAD in accordance with the state contract is 6.28 billion rubles. According to Vasily Starkov, work is currently underway to correct the design documentation for the third launch complex of the EKAD. It should be noted that the construction of the southern semicircle of the EKAD is one of the most important road facilities for the Sverdlovsk region. The last section of the EKAD - the southern half-ring, 35 kilometers long, began to be built six years ago. The object is divided into three launch complexes.

The first start-up complex of the southern semicircle - almost a ten-kilometer section of the ECAD, connecting the Novomoskovsky tract with the entrance to the village of Medny - was planned to be put into operation in 2016. But thanks to the efforts of the regional authorities aimed at attracting federal funds for the development of the road network in the region, as well as thanks to the well-coordinated work of contractors, the facility was completed ahead of schedule - in December 2015.

The second launch complex began to be built in the fourth quarter of 2014.
