Violations of the procedures for passing the USE are discussed every year, but I have never heard outrage about how appeals to the results of the USE are handled. I've learned how these appeals work - through experience. Remained dissatisfied.


"A an appeal is a written statement by a participant in the exam either about a violation of the established procedure for conducting the exam, or about disagreement with the results of the exam" - this is the official wording from the Rosobrnadzor website. They appeal to the results of the exam very often. Some graduates just want to know their mistakes, but most are trying to improve their performance.

The points that appeared in the table of my grades after passing the exam are even ashamed to pronounce - 62. But I counted on at least 80. I was indignant.

I, a 2010 graduate of Novocheboksarsk Lyceum No. 18, took the note of protest, in which I needed to enter my full name, subject and sign, to the conflict commission of the Chuvash Republic. Remembering the answers that I wrote in the examination forms, and reviewing the evaluation criteria, I prepared iron arguments in support of the decisive: "Raise my points!" In addition, I consulted with my aunt, a school teacher of literature. Aunt set me up optimistically and assured me that there was an opportunity to get more points.

Let me explain: the exam in literature consists of two parts. The first (block B) includes 12 questions with a short answer (each examinee can get 1 point), but this part is checked by a computer, so it is not subject to appeal. The second (C) requires writing detailed answers, they are already being read by the reviewers. There are 5 tasks in total. For 4 of them you can get 3 points, and for the final essay - 15 points (it is evaluated according to 5 criteria, each "weighs" 3 points). Based on the results of all work, you can get 39 points - this result is called primary. But since all results are given to participants on a hundred-point scale, the amount received must be transferred. For this, there is a special scale that indicates how many points each primary is equal to. Each subject has its own translation system. Aunt spoke quite confidently about the high probability of winning back two primary scores.

The appeal was scheduled one day after the application was submitted. In the corridor of the conflict commission, I met its chairman, Elena Dmitrievna, who has been fulfilling this duty for more than a year. The main place of her work is the psychologist of the lyceum where I studied. From the teachers of my school, I heard almost at every meeting: “Elena Dmitrievna will control everything, don’t worry.”

I was invited to the office at 14:00 (although the visit was scheduled for 12:00). A female expert was sitting at the table reviewing my work. Why alone? Ms. Glebova, the head of Rosobrnadzor promised two! Well, don’t turn around to the exit (now I understand that I had to run straight to Elena Dmitrievna!).

With an expert whose name remains unknown, in the eyes of life path Rodion Raskolnikov, we did not agree. Another expert, as I understand it, believed that Lensky had shot with Grushnitsky.

During the analysis of the work, I heard three times: “Girl, the appeal is over for you! Goodbye". I stubbornly refused to leave, because I did not consider the expert's arguments convincing.

The entire analysis of my exam answers consisted of the phrases: “Checkers overestimated the scores! I would put zero here! ”,“ Girl, why are you unhappy?
- Explain, please, for what mistake one point was taken off? I asked.
- Girl, let's keep looking! Otherwise I will cancel everything!

I thought I was unlucky, my aunt got caught, but a young man was sitting at the next table, at whom the nameless expert shouted in response to the timid: "I cited a quote from Belinsky's article as an example."
- Young man, Belinsky is not an authority for me!

My debriefing ended: "Girl, say thank you that I left the number of points the same."

I did not look for the chairman of the commission (error number 2). But in the evening I phoned her and explained the situation: “You would have told me right away, I would have come up, talked in a good way.”

As it turned out later, “in a good way” really helped some, and even more than that. For example, a friend who took the exam in computer science "in a good way" received a point for a task that he did not even write. The expert simply asked how many points he wanted.

By the way, there are no rules for an appeal on the Rosobrnadzor website. The time limit for one USE participant has not been established, and the presence of two experts, whom Glebova spoke about, is not stipulated. Positions and status of inspectors also do not matter. .

How to file an appeal, where and is it worth it at all? The answers to these questions will become your insurance even before the announcement of the results of the exam. In this MAXIMUM material, we will analyze in detail this most important procedure for an applicant.

Fighting for USE scores wisely

To begin with, there are two types of appeals - "On violation of the established procedure for conducting the exam" And "On disagreement with the results of the exam". The first is submitted immediately on the day of the exam, without leaving the school where he passed. Today we will talk in detail about the second.

Appeal deadlines

If you do not agree with the scores, you can appeal within two working days (weekends and holidays do not count) after the official publication of the exam results. Results can be more effectively monitored in personal account on the official website of the unified state exam.

Reasons for appealing the exam

The results appeared - the clock began to tick. What are the reasons for filing an appeal? This may be a computer error - incorrect recognition of the answer in the first part. In order to check this, you need to carefully compare the published forms with the recognition results.

If you think that points (or even a point) were unfairly deducted in the long answer part, then you also have the right to appeal.

Here it is worth seriously thinking - are your chances of winning points great? The USE Conflict Commission, which considers appeals, always warns that they can not only be increased, but also lowered.

And who are the judges?

Who is usually on the commission? These are representatives of the local department of education, school teachers and teachers of universities and colleges, as well as expert compilers of USE test and measurement materials.

The commission always checks the work completely, even if you want to challenge a single point. Be sure to consult with your teacher, tutor, and parents. If you are completely sure that you are right and that the experts are wrong, then the next stage awaits you.

What is the procedure for appealing the exam?

Within two working days, you need to fill out the appeal form in two copies. Where to get? From the director or head teacher of your school. Next, one copy must be set for yourself, and the second should be left to the school leadership for transfer to the conflict commission.

There is another, more complicated option: apply in person. To do this, you need to look at the website of the regional information processing center (RTsOI), where the conflict commission is located in your city. Usually it is located in one of the schools in the city center. Find the address - come, fill out the necessary forms right there and submit immediately.

An important point: when filing an appeal, you choose the form of its consideration.

a) In the presence of the appellant - that is, only you, the commission and a table between you with your work and examination criteria.

b) In the presence of a legal representative - you can bring a parent or guardian with you to the appeal to help prove your case. Teachers cannot be present at the appeal.

After submitting the application, the commission appoints the time and place for the consideration of the appeal. The appeal is considered for four working days (namely working days), at which time it can be withdrawn. On the fifth day there is a meeting.

Officially it lasts 20 minutes. As practice shows, they can talk with the guys for more or less than 10 minutes. But still, you need to take the time frame seriously and carefully prepare your speech in your defense.

The appeal begins with formalities: they will check your passport and once again make sure that the printouts of the forms are really yours. Then, in front of the commission, you will check the answer sheets for the first part again, even if you want to challenge the scores for the second part.

As a result of the appeal, corrections (if any) are made to the protocol and you sign it.

What can the committee decide?

The USE procedure provides for the USE participant the opportunity to file an appeal in two cases.

Appeal for violation of the established procedure for conducting the exam

Such an appeal is submitted on the day of the exam immediately after its completion. If the USE participant wants to appeal, he must do this before he leaves the PES (exam point).
You must inform the exam organizer of your intention to appeal and receive an appeal form.
The appeal is written in two copies and handed over to an authorized representative of the SEC (state examination commission), who must affix both copies with his signature, after which one copy should be given to the USE participant and the other transferred to the conflict commission.
The result of the consideration of the appeal must be provided to the graduate no later than 3 calendar days after it has been submitted. When filing an appeal, you need to find out where you can get an answer about its consideration. Usually, the result of the appeal can be found in your PO (educational institution) or in the MOEA (local education authority).

The appeal is under investigation. If violations of the established procedure for conducting the exam are confirmed and it is recognized that they could have a significant impact on the result of the graduate's work, then the appeal is satisfied.

Attention:

An appeal is not accepted if the violation of the exam procedure and the established rules was committed by the USE participant himself.

What is the outcome of an appeal if it is successful?

The USE result is canceled and the participant is given the opportunity to take the USE in this subject on another day. The other day is a reserve day for taking the exam in this subject. The date and place of retaking the exam are determined for all persons taking the exam on a reserve day.


Appeal for disagreement with the results of the exam

How and when is an appeal filed?

Such an appeal can be filed within two working days after the official announcement of the results of the exam and familiarization with the result of the work.
If the USE participant does not agree with the result and intends to file an appeal, then within two working days he needs to draw up an appeal in any form or in the form received from the head of his educational institution ( educational institution) - for graduates of the current year, or the responsible secretary of the conflict commission - for graduates of previous years.
The appeal is drawn up in two copies and submitted to the persons indicated above, who must accept it, certifying both copies with their signature. After that, one copy is returned to the USE participant, and the other is transferred to the conflict commission.
The USE participant must receive information about the time and place of consideration of his appeal.

How is an appeal handled?

The USE participant has the right to be present at the procedure for considering his appeal. You must have a passport and a pass with the stamp "Unified State Exam Forms passed" (or a PES stamp).

Attention:

If the USE participant is under the age of 18, instead of him or together with him, his parents or legal representatives may be present during the consideration of the appeal, who must have passports with them (legal representatives must have documents confirming their authority).
Teachers or tutors of the USE participant are not allowed to consider the appeal.

The USE participant confirms in the minutes of the appeal that copies of the forms have been presented, the answers in the forms are recognized correctly, and signs the minutes of the appeal.

If the USE participant or his parent (legal representative) did not appear for consideration of the appeal, then the correct recognition of the forms is confirmed by the members of the conflict commission.

Attention:

  • Appeals on the content and structure of KIMs are not accepted for consideration.
  • Drafts cannot be material for appeal.

During the appeal process, subject matter experts show the participant USE job, explain what points are awarded or not awarded for.

Remember:

When considering an appeal, only the participant's performance will be taken into account. USE tasks parts C (compositions).
Only technical claims are possible for the test part.

As a result of consideration of the appeal by the conflict commission, the assessment may be changed in better side only 1-2 points. Since the work is re-checked during the consideration of the appeal, a situation is not ruled out in which the experts consider it necessary not to increase, but to reduce the points for the work.

The answer lies on the surface - graduates who want to challenge USE result, may resort to an appeal - a procedure aimed at protecting the rights of examinees. Whether it's worth it or not is ultimately up to each individual. On the one hand, this, of course, is additional stress and risk. But sometimes one or two extra points can be decisive when entering a university, and therefore there are always those who are ready to go all the way.

In what cases can an appeal be filed?

There are two such cases. The first is the contestation of the very procedure for conducting the exam, the violation of which led to the fact that you could not write the exam as successfully as possible.

The second option is to challenge the points obtained on the exam. Let's consider each of the above options in a little more detail.

Appeal in case of violation of the procedure for conducting the exam

In this case, the appeal must be filed immediately after the end of the exam, and before the student leaves the class. It is required to write an application in two copies - the first of them goes to the conflict commission, and the second remains with the graduate. In this case, it is necessary to ensure that a member of the examination committee puts a note on the application that the document has been accepted for consideration.

The application must also be registered in a special journal and considered within two days after submission. The date, place and time of the procedure must be communicated to the student and his parents or legal representatives.
As a result, the commission may satisfy the requirements of the student, or, on the contrary, decide that they are groundless. A positive decision of the commission means that the result of the work will be canceled, and the student will be able to rewrite the exam - special days are allocated for this in the schedule. If the decision is negative, the exam result remains unchanged.

Appeal in case of disagreement with the results of the exam

In this case, the appeal must be filed within two working days from the date of announcement of the results of the exam in the subject. As in the previous case, you will need to write two copies of the application, sending one of them to the conflict commission, and keeping the second for yourself. The application must be marked that it is drawn up in the form and accepted for consideration.

The decision to hold an appeal must be made no later than 4 working days after the receipt of such an application by the conflict commission. Each application goes through a registration process, and information regarding the date, time and place of the appeal is communicated to the student (his parents or legal representatives).

At the appeal, the student must be shown a package of his documents and a written conclusion of the commission on the subject. At this stage, you need to be especially careful: the student will have to sign that, for example, the scanned work with answers belongs to him. Members of the Appeal Panel must be clear about why certain scores were awarded. The procedure usually takes no more than 20 minutes per student. Based on its results, the commission may following solutions:
- reject the student's requirements and keep the points given if no technical or other errors were found in the assessment process;
- satisfy the appeal and change the scores if errors were found. At the same time, it should be remembered that the scores can be revised both in one direction and the other (increased or reduced).

What is important to do before the appeal?

First of all, it is necessary to refresh your work in memory to the maximum in order to have arguments for defending your own point of view.

You should also carefully read the scoring criteria to understand how objective you think the commission's decision on each item is;
approach the subject teacher or tutor with whom you were preparing for the exam - they will help you sort out the ambiguous points and give recommendations on how to behave and explain your opinion.

It is also important that for each item with which you do not agree, it is necessary to formulate an exact question to the commission in advance so that the conversation is substantive, and you could explain why you did it this way and not in another way. Argumentation supported by concrete facts always looks more compelling.

How to behave on appeal?

Here you can advise the following:
First, go to your appeal with a parent or other adult who can represent you. Yesterday's schoolboy, most likely, will be confused in the face of the conflict commission. In addition, he may be given an answer devoid of specifics. Mom, dad or other close person will help you feel much more confident, and their opinion and arguments can play a decisive role in the dispute.

Second: insist that the work be rechecked in your presence. Quite often, the graduate is told that the work has already been rechecked, and the commission decided to leave the result unchanged. Remember that this state of affairs grossly violates your rights - an absentee appeal is possible only if the student and his representatives simply did not appear for the procedure. The final decision on the work must be made in the presence of the appellant, and the members of the commission must explain each deducted point.

Third: do not leave the venue of the appeal until an exhaustive explanation of the work and decision of the commission has been given. All low scores must meet the criteria put forward for evaluating the work, so do not accept as an answer the general wording that the scores for the solved CMM are already high enough. Until you are satisfied with the explanation for each deducted point, do not sign the appeal documents.

Fourth: don't give up halfway. If you have already decided to appeal, then, by and large, there is nothing to lose.

Fifth: don't be afraid to appeal. Be calm and confident. Think of this procedure as an opportunity to defend your interests. Remember that a significant part of the students who are not satisfied with their results are simply afraid to go to the appeal so as not to lose their points. Of course, if a member of the commission finds additional errors during the check, the points may be revised downward. However general Statistics indicates that points are usually raised more often than they are lowered.

Question 1. What documents govern the appeal procedure?

Firstly, the Order of the Ministry of Education and Science of Russia dated December 26, 2013 No. 1400 “On approval of the procedure for conducting the state final certification in educational programs middle general education". See Section X, Reception and Processing of Appeals, paragraphs 76-89.

Question 2: What does an appeal look like? Is there any set form?

Yes, there is an approved form (1-AP). You can find it in the Collection of forms for conducting the GIA on educational programs of secondary general education in 2018. (Appendix 8 to the letter of Rosobrnadzor dated December 27, 2017 No. 10-870).

Question 3. Do I need to justify in the appeal why I do not agree with the scores?

No, the appeal uses the general wording “I ask you to review the results of the USE given to me, as I believe that the answers to the tasks given by me were evaluated (processed) incorrectly.”

You will be able to comment on the assessment of your work directly during the consideration of the appeal, orally.

Question 4. Can a score be lowered as a result of an appeal?

Yes, the assessment can really change for the worse. Based on the results of the consideration of the appeal, a decision is made:

  • on the rejection of the appeal and the preservation of the points given (the absence of technical and scoring errors examination work);
  • about the satisfaction of the appeal and the change of points (the presence of technical errors and (or) errors in the assessment of the examination paper).

At the same time, if the appeal is satisfied, the number of points previously awarded may change both upwards and downwards in the number of points.

Question 5. How realistic is it to increase the score?

An increase in your score on appeal is always a statement of the fact that your work was not graded correctly on the first review. Of course, in order for the USE experts and members of the conflict commission to admit the existence of an error, they need to present really convincing and weighty arguments. To do this, you must carefully prepare for the appeal, think over your position, and then confidently speak to the members of the conflict commission. In one case, this will give its result, in the other case, even such efforts will not be enough.

Sometimes you don’t need to do anything at all to “beat off” an extra point - you come and they tell you from the threshold that a decision has been made to satisfy the appeal. This is possible if the error made by the expert during the verification is quite obvious.

In general, if there are reasons, an increase in the result by 1-3 primary points is quite realistic. At the same time, it does not matter how many points you were given initially: the appeal can be satisfied even if you are a high scorer. Last year, two of my students had their scores raised from 71 to 77 and from 91 to 93 respectively. A 15-20 test score improvement is, of course, a much rarer story.

Question 6. I believe that my answer to the short answer task (part 1 of the Unified State Examination in History) was assessed incorrectly. Can I file an appeal about this?

The only option when, as a result of the appeal, the score for the task of Part 1 of the Unified State Examination in History can be increased, is if a technical error is found in the processing of the appellant's examination paper.

For example, the correct answer is “NIKOLIVTOROY”, you wrote “NIKOLIVTOROY”, but the computer recognized your entry as “MYKOLIVTOROY”, and therefore the point was not counted. This is a technical error that must be recorded and corrected when considering the appeal.

If you were able to solve the task correctly, but filled out the form incorrectly, you will not be able to increase the score on the appeal.

The conflict commission is not entitled to apply changes to answers to tasks with a short answer in the case when, when recording the answer, the appellant used the recording form (including symbols) that contradicts the instructions for the task of the KIM, as well as the Rules for filling out the USE forms (paragraph 14 of section 8 methodological recommendations on the work of the conflict commission).

Question 7. I mixed up and entered the wrong answer on the form, but everything was written correctly in my draft. Can I refer to the draft when considering an appeal?

There is an unambiguous answer to this: the conflict commission Not considers drafts (as well as KIMs) of the USE participant as appeal materials (point 6 of section 4 of the Methodological recommendations on the work of the conflict commission).

Question 8: How long does it take to file an appeal?

The appeal is filed within two working days following the official day of the announcement of the exam results.

The official day of the announcement of the results of the Unified State Examination in the history of 2018 - June 20, 2018 (not later than the specified date). This follows from the 2018 USE History Appeals Processing Schedule published on the USE official website. Note that the wording " not later than the specified date". Theoretically, the official day of the announcement of the exam results could be earlier.

In this matter, I would be guided by the information of each specific region, or rather, the Regional Information Processing Center (RCIC).

Question 9: Can an appeal be withdrawn?

Yes, the USE participant has the right to withdraw the appeal of disagreement with the points given within one working day following the day of filing the specified appeal, but no later than the day of the meeting of the conflict commission.

To do this, you must write a statement of withdrawal of the appeal and submit it to your school.

Question 10: What happens if I don't show up on the scheduled date for the appeal hearing?

The appeal will still be considered. Obviously, in this case, there will be less chances for an increase in points, because. the conflict committee will not even be able to hear your arguments - why you do not agree with the assessment.

Question 11: Who can come with me to the appeal hearing?

According to paragraph 80 of the Order of the Ministry of Education and Science of Russia dated December 26, 2013 No. 1400, if desired, the appellant and (or) his parents (legal representatives). Legal representatives are understood as adoptive parents, guardians, trustees, etc.

In official documents, I did not find a direct answer to the question of whether teacher or tutor. At the same time, I have heard stories more than once that students sometimes come to appeal with their teachers, having previously taken care of issuing a notarized power of attorney.

Question 12. How long does it take to process an appeal?

The time recommended for consideration of one appeal (including explanations for evaluating detailed answers) is no more than 30 minutes. During the consideration of the appeal, the involved expert, if necessary, provides clarifications on the evaluation of detailed answers, this should take no more than 20 minutes (paragraphs 10 and 15 of section 8 of the Guidelines for the work of the conflict commission).

In practice, it is far from always that half an hour is allocated for each job. Be prepared for the whole process to take 10-20 minutes.
