Housing. Bella entered the budget, but there are no hostels in the Moscow State Pedagogical University, she had to rent an apartment. The maximum that Bella could afford to spend on housing was 10,000 R per month. I decided to rent a room for two with a friend.

Bella and her neighbor arrived in Moscow at the very end of August. It was necessary to find housing in a couple of days, so we turned to the agency. For services paid 18 000 R.

Intermediaries found a room in a three-room apartment near the Aviamotornaya metro station for 20,000 R per month. They said that the apartment is good, there are no cockroaches, the neighbors are quiet - a married couple and one woman. When we signed the contract, it turned out that there were no cockroaches only in the girls' room, but there were plenty of cockroaches in the kitchen and bathroom. The married couple turned out to be a noisy group of students, and instead of a single woman, five lived in the next room. There was no time, effort and money to look for a new home. I had to stay in it.

Six months later, Bella decided to move anyway. She warned the hostess a month in advance that she was moving out, and began searching for Avito. I liked one ad: a one-room apartment was rented for 23,000 R.

The owner said that he lives in St. Petersburg and rents an apartment in Moscow. He warned that he would come for one day - to show the apartment to those who wished. She rents without a girlfriend - she has to save on food and entertainment, but she lives alone. The university is 40 minutes by metro. The renovation is old, but Bella covered the holes in the wallpaper with posters, hung curtains, and it became cozy.

Minus the room - poor soundproofing. Behind the wall you can hear everything, even if you talk in a whisper. It is impossible to practice Japanese after eleven - the neighbors complain about the noise. Going to the toilet at night has to be on tiptoe so that the floors do not creak.

Food. Bella spends 4,500 rubles a month on groceries. It is bought in "Auchan" and "Dixie" and cooks itself. He takes curd cheese or yogurt for a snack to university. I tried to reduce food expenses to 3,000 rubles: I ate cottage cheese for 5 rubles and cookies. For a month of such a diet, I gained two kilograms. I had to go back to normal.

Entertainment. About 500 R per month is spent on entertainment - this is enough for a movie ticket and a cup of coffee in a cafe. The girl does not go to paid exhibitions or concerts. Even before the move, Irina planned a monthly budget. It turned out that you need 17,000 R per month. The girl got to Moscow by train, you can’t take a lot of things away. I took with me only clothes for the summer and autumn, I moved the winter clothes later when I went to visit my parents.

In Moscow, I bought dishes, an iron, hangers, a mirror and a lot of boxes and plastic baskets - they are convenient to store things under the bed and wear clothes for washing. I took everything in Ikea and Auchan. These expenses ate 25,000 R.


Except for large expenses after the move, there were almost no serious unplanned expenses: twice Irina bought new headphones for 2000 R. I also had to change the glass on the phone - 2300 R.

There is a separate training room for preparing for classes - it is quiet there and you can always work out calmly. The furniture and plumbing are almost new, the floor is clean.

Of the minuses - weak Internet, everything is loaded for a long time. It somehow took an hour and a half for a simple presentation, if the speed were higher, I would have done it in an hour.


Food. Irina has breakfast at home. Most often cooks oatmeal and drinks coffee. Sometimes he buys cottage cheese with cereal and yogurts, prepares sandwiches or pasta with chicken.

He takes a snack with him to the university: fruits, nuts or muesli bars - this is another 100 R. Dines in the university canteen: a salad, a main course and a drink cost 300 R. Trying to have dinner at home. Cooks rice, pasta with chicken, vegetables with cheese, lentil soup. As a result, 5,000 rubles are spent on groceries per month. When Angelina discussed the move with her parents, they said they were ready to give 10,000 R monthly. In the first semester, she received a scholarship - 8000 R, she spent this money on cafes and cinema. But after the session, the girl was deprived of her scholarship, now she only goes to free events.


Housing. Angelina lives in a hostel on a campus in Dolgoprudny. I had to pay immediately for the whole year - 10,080 R. The university is very close: five minutes walk. When I first arrived, the room was terrible: dust, dirt, cockroaches and peeled wallpaper.

Housing. The guy moved to Moscow in July with his parents. First we stayed with relatives and immediately began to look for housing on the "Cyan". We found an apartment in Izmailovo for 24,000 rubles plus a communal apartment - 2000. The area is quiet, the neighbors too, there is a large park nearby. It takes 40 minutes to get to the university by metro.

Together with his parents, Yegor made cosmetic repairs in the apartment: he re-pasted the wallpaper, patched up the ceilings, painted the windows and doors. About 20,000 rubles were spent on materials.


His parents brought Yegor by car, so I managed to take a lot of things with me: a kettle, a microwave, a slow cooker, an iron, a printer, dishes, autumn and winter clothes, medicines, bed linen. I also took two laptops: the main one and a spare one.

In Moscow, there were unforeseen expenses: Yegor was ill for the entire first semester. I didn’t go to the doctor so as not to miss a couple, I hoped that it would go away on its own. After a couple of months, I realized that I couldn’t pull it any longer, and went to the therapist - it turned out to be neglected bronchitis. The therapist prescribed antibiotics - they cost 2500 R. Another 8000 R once had to be spent on a dentist.


Food. Egor spends 7,000 rubles on food: he buys groceries in supermarkets and cooks himself. Eats twice a day: hearty breakfast and dinner. Cooking at home in a slow cooker, it saves time and effort. It does not need to be monitored like a frying pan or a saucepan, and the food does not burn.

Enrolling in educational institution young people find themselves in an unusual environment. An unfamiliar city is always full of surprises and the body adapts best among peers.

The hostel is just the environment where young people most easily get used to new living conditions. Parents are afraid for their children, they try to create comfortable conditions for them, for example, to rent an apartment. How much does it cost to stay in a hostel?

Each university decides this in its own way. For educational institutions gave complete freedom in pricing. Previously, the price was tied to the scholarship and did not exceed 5%. Under the new conditions, some universities raised their prices tenfold, and the payment began to exceed the amount of the scholarship.

The only thing to consider is that the payment is never taken monthly. Usually, immediately upon settling in, the student is asked to pay for accommodation for at least six months, and preferably for a year.

Another point concerns first-year students. Sometimes they are charged additional fees in the form of fees for the purchase of new furniture. These contributions are often rather large, and they are required to be paid immediately. Pay or not - you decide. In principle, new furniture will not hurt anyone. However, in any case, it is recommended to take any confirmation of payment from the administration - a receipt or receipt. And if your expectations are deceived, you can return the money by filing a complaint with the rector.

What are the rules for living in a hostel?

Breaking away from parental care for the first time, young people very soon realize that life that seemed to them a paradise has many limitations. For non-compliance with the rules of residence, you can be on the street. The student must:

  1. Adhere to the internal daily routine in the hostel. Preserve furnished furniture and other property. Maintain order and cleanliness in the room and technical rooms.
  2. Do not exceed the limit of water and gas use. Participate in the beautification of the surrounding area.

1. Approve the attached Rules for determining the amount of payment for utilities paid by tenants of residential premises in dormitories included in the housing stock of organizations that carry out educational activities, under contracts for renting residential premises in a hostel.

2. Clause 2 of Decree of the Government of the Russian Federation of May 6, 2011 N 354 "On the provision of public services to owners and users of premises in apartment buildings and residential buildings" (Collected Legislation of the Russian Federation, 2011, N 22, art. 3168; 2012, N 36, article 4908; 2014, N 14, article 1627; N 40, article 5428) add subparagraph "e" with the following content:

EDUCATIONAL ACTIVITIES UNDER EMPLOYMENT CONTRACTS
RESIDENTIAL PREMISES IN A HOSTEL


1. These Rules establish the procedure for determining the amount of payment for utilities paid by tenants of residential premises in dormitories that are part of the housing stock of organizations engaged in educational activities under contracts for renting residential premises in a hostel (hereinafter, respectively - the amount of payment for utilities, payment for utilities services, residential tenants).

2. The structure of payment for utilities corresponds to the payment for utilities established by Part 4 of Article 154 of the Housing Code of the Russian Federation.

3. The amount of payment for utilities is determined based on the volume of consumed utilities, determined by the readings of metering devices, and in their absence - based on the standards for the consumption of utilities approved by the state authorities of the constituent entities of the Russian Federation in the manner established by the Rules for establishing and determining consumption standards utilities, approved by the Decree of the Government of the Russian Federation of May 23, 2006 N 306 "On Approval of the Rules for Establishing and Determining the Standards for Consumption of Utility Services".

4. The determination of the amount of payment for utilities paid by tenants of residential premises is carried out by organizations that are executors of public services in accordance with paragraphs 51 and 52 of the Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings, approved by the Decree of the Government of the Russian Federation dated May 6, 2011 N 354 "On the provision of public services to owners and users of premises in apartment buildings and residential buildings."

An organization that carries out educational activities and is a provider of utility services provides utility services to tenants of residential premises in a hostel included in the housing stock of such an organization, under contracts for renting residential premises in a hostel.

5. When determining the amount of payment for utilities in accordance with paragraph 4 of these Rules in relation to tenants of residential premises in dormitories that are part of the housing stock of organizations engaged in educational activities that are federal government agencies, the following coefficients apply:
no more than 0.9 of the cost of payment for a utility service for electricity supply;
no more than 0.5 of the cost of payment for a heating utility service;
no more than 1 cost of payment for other utilities.

6. The amount of payment for utility services for tenants of residential premises in dormitories, included in the housing stock of organizations engaged in educational activities, which are federal state institutions, does not include the amount of payment for utility services provided for general house needs.

7. The total amount of payment for utilities for tenants of residential premises in dormitories, included in the housing stock of organizations engaged in educational activities, cannot exceed the amount of payment for utilities provided in the billing period, determined in accordance with the readings of common house metering devices of the corresponding type of utility resource, in dormitories included in the housing stock of organizations engaged in educational activities.

And the hostel is a tidbit that is not enough for everyone, but for everyone it is so desired! So how do you get this "paradise place" if you have no connections and money?

How to get a hostel for a student who does not have benefits?

Only those who have the patience to delve into the law and normative documents. And if you take into account impolite refusals, in order to get a hostel for students (paid or free), sometimes you have to threaten or at least be ready to apply to the prosecutor's office. But usually issues can be resolved peacefully.

Well, first of all, it is necessary to study the rights of students living in a hostel, as well as those who intend to move in there.

Before you start taking action, find out if the university is obliged to provide a hostel for non-resident students or other categories of people in need.

Here are some tips for those who want to get a place in a hostel:

  1. Many people think that they can only apply for housing in summer period or at the beginning of the school year. In fact, the law does not provide for a time limit for applying for a hostel. So a student can apply for a hostel at any time - at least at the beginning, at least in the middle, at least at the end of the academic year.
  2. Preferential categories and non-resident students are provided with a hostel in accordance with article 16 of the law "On higher and postgraduate vocational education”, Approximate regulations on student hostel. Therefore, first carefully study these documents in order to understand whether you can qualify for something.
  3. If the selected university has its own housing stock, then it must provide dormitories for ALL students who need housing, and not just full-time students from other cities. The latter, of course, have priority benefits. But this is not a reason to refuse the rest, as this, from the point of view of the law, will violate the rights of other students. And already this violation becomes an excellent reason for contacting law enforcement agencies.
  4. Well, in order to immediately pay attention to you and in order to avoid communication with law enforcement agencies, when writing an application to the administration for granting you a place in a hostel, immediately mention Article 16 of the above law in the document. Also ask in the application to explain to you in writing (in case of refusal) on what basis the administration made a decision in refusing the legal right to receive housing. Often one correctly drafted such statement is enough to resolve the situation in favor of the student.
  5. We are used to the fact that Russian students in a hostel are students on a free basis. Meanwhile, the law does not mention anywhere that only a state employee can get a place. So if you could only enter a paid department, do not hesitate to ask for a room. You have all the rights on the same basis as other categories.

And the last. If you still managed to get the long-awaited room - great! You will be able to save a lot of money. But do not forget that students still pay for a hostel, albeit a penny compared to renting an apartment. So you still have to shell out. True, this does not apply to a special category of students who will not have to pay at all (disabled people of the 1st and 2nd degrees, orphans or those left without parental care).

As for payment, in accordance with paragraph 3 of Law 16, which we mentioned above, the administration of the university and the hostel management do not have the right to set you a fee that exceeds 5% of the amount of the scholarship you receive (if you receive one).

In general, all this is not difficult - you just need to know your basic rights and the bills that confirm this. Studying at a university will be much more difficult, believe me. Well, in order to somehow lighten your burden, the student service is ready to take care of writing control, term papers, laboratory, diploma and other types of educational work.

Now the situation will change radically. The state no longer compensates universities for housing and communal expenses. Under the new law, the university itself decides how much to charge for a hostel, guided by its own arguments. Accordingly, the increase in prices there will be lower than in new or renovated dormitories with superior rooms. Also, each university decides for itself how to compensate students for an increase in hostel fees. It depends on the material condition of the students, their academic performance.

One who receives the so-called social scholarship, will also pay for the hostel at a reduced price. But all this is again at the discretion of the leadership of the university and the trade union.

This is the general picture. The issue of the cost of hostels in each region and in each university is solved in its own way. On average, a Russian student will have to pay ten times more than before. That is about 500 rubles a month. But this is the "average temperature" for the hospital. But what exactly? For example, in Tomsk universities the cost of living for students in hostels of leading universities has not increased and will, as before, be five percent of their scholarship - 83 rubles 20 kopecks per month. But if a student uses additional electrical appliances, then the amount will increase to about 250 rubles a month. In Kuzbass, dormitory fees for university students have grown unevenly. So, at the Kemerovo Technological Institute of the Food Industry, it increased from 200 to 500 rubles, and at the Kemerovo State University - from 200 to 285 rubles, at the Kuzbass Technical state university the student will, as before, pay 250 rubles a month. Since the scholarship for students is not increasing (it is 2,600 rubles), then the hostel should not go up, the rector's office believes.

In Novosibirsk, a number of universities also decided to leave the fee at the level of the previous five percent of the amount of the scholarship. At Novosibirsk State University, the fee was differentiated: in the old dormitories for state employees it will be 500 rubles a month (it was 350 rubles), in new ones - 800 rubles (it was 500 rubles). The university emphasizes that these amounts are half the minimum tariff for the normal functioning of hostels. In the old hostel, 1100 rubles are needed per person, and in the new one - 1900 rubles. Of course, the new rates nowhere compensate for the real costs of maintaining hostels.

On the campus of the Far East federal university(FEFU) on Russky Island, a student will have to pay 2,900 rubles per month for a place in a double room. This is twice as expensive as on the mainland. True, at the Vladivostok State University of Economics and Service, one place in a hostel will cost from 2 to 4 thousand rubles a month, depending on the comfort of the room, plus more than a thousand rubles for some "additional services." This university is famous for its expensive service, but we must pay tribute to the cleanliness and domestic order in its dormitories.

In Yekaterinburg, new rates for a bed now start at 500 rubles. And in winter, during the heating season, the fee will rise by 20-50 percent. Most prestigious university region set a fee of 760-890 rubles in summer, 950-1100 - in winter. In simpler institutes, the "fork" is 496-775 rubles. In Krasnoyarsk, the cost of living in most dormitories will rise by an average of 200 rubles and reach 600 rubles. True, in the new premises of, say, the Siberian Federal University, it will be higher - about 1,800 rubles. There are no compensations from the university for students.

According to the leaders, the university takes on about 70 percent of the cost of maintaining the dormitories.

At Smolensk State University, the fee has increased from 6o to 600 rubles a month. But according to Vice-Rector for Economic and Administrative Work Vasily Prusov, students will have to pay much more. One socket and a light bulb cost them free of charge, everything else - a refrigerator, a computer, and so on - is paid additionally, from 20 to 60 rubles per month for each device. Note that the scholarship is 1100 rubles.

In St. Petersburg, universities reacted differently to the innovation. For example, at St. Petersburg State University, they decided to keep the previous payment rate of five percent of the scholarship. That is, from September 1, it will still be 60 rubles a month. Additionally, you will have to pay 102 rubles for the use of electrical appliances. But in the dormitories of the North-Western Institute of Management of the RANEPA (North-Western Academy of Civil Service), the payment was increased, since there are significantly increased comfort conditions. So the fee comes to 2000-5000 rubles.

Of course, the increase in hostel fees does not delight students. For example, St. Petersburg students unofficially say that in some universities they will have to pay up to 10,000 rubles a month. Is it so? The problem needs to be dealt with. Nevertheless, the Russian Student Union in St. Petersburg prepared a draft law amending the Federal Law "On Education in the Russian Federation". The essence of the proposal is that the payment for accommodation in student dormitories should be limited to 2-5 percent of the minimum wage in the region, said Nikolai Artemenko, chairman of the RCC in St. Petersburg. If the amendment is taken into account, in St. Petersburg the monthly payment will be from 190 to 430 rubles a month.

Today, the provision of dormitories in Russia is on average 80-85 percent. The rest have to rent apartments. And here the sums are exorbitant. For example, students in Tomsk pay about 4,000 rubles a month for housing rent, giving the owners of apartments in Tomsk about 70 million rubles a month.
