Not so long ago, Russian educational practice was replenished with an innovation in the form of All-Russian sections of knowledge (or test papers). VPR - control measures organized to certify the knowledge of schoolchildren in several subjects, based on the requirements of the Federal Educational Standards. Conducting a knowledge test is possible both centrally (at the regional level) and within a single school.

The main rule is a standardized approach in the preparation of tasks and the definition of assessment criteria. Of course, writing a VLOOKUP is not as scary as passing the final examination certification. However, both students and teachers experience severe stress during the testing period. The results of the VPR do not go to the table - they are used by specialists from educational departments to modernize programs in school disciplines, update teaching methods, and evaluate the performance of individual schools and teachers.

Like any test, CDF involves a certain preparation, including psychological. So let's find out what the essence of this event is, and also discuss the main organizational issues and features of the verification work carried out in 2019.

Why is a VLOOKUP slice needed?

As already mentioned, the practice of conducting VPR for Russian schoolchildren was introduced quite recently - the first session of this attestation test was held in 2016. At that time, not all Russian schools took part in the experiment. The second point revolts both teachers and parents. It concerns the lack of a single manual for preparing for the test. In particular, not so long ago, during the VPR in biology, a real scandal erupted, as fifth-graders were faced with questions that are usually studied in the 6th or even 7th grade. Rosobrnadzor reported that each school studies according to its own program and textbook, selected from a list of 12 publications accredited by the Ministry of Education, so that in some schools these issues did not cause difficulties.


One of the main problems of the VPR is that the control questions can be drawn up not according to the textbooks used by this or that school.

Rosobnadzor itself is also dissatisfied with the procedure for conducting a VPR. The department is concerned about the transparency of control measures. There have been cases when the results of a math test in an ordinary school from the Russian outback, whose students pass the mathematical exam very averagely, were an order of magnitude higher than in a specialized school in a large metropolis. This is because the teachers, fearing a large number of twos, gave the students answers to the tasks. Probably, in 2019, the department will tighten the procedure by banning teachers from being in the classroom during the VPR and sending independent observers to schools.

What subjects are taken out on VPR?

The number and list of subjects for VPR are not the same for different classes. The current lists of VPR include the following school disciplines:

  • VPR for grade 2: sophomores write test papers on the subject "Russian language";
  • VPR for grade 4: this parallel should show mathematical knowledge, as well as write a VPR in the Russian language and the subject "the world around us". Previously, the school could choose one or two of the listed subjects, but in 2019 all of them may become mandatory for the VPR;
  • VPR for grade 5: fifth-graders will need to prepare for a test of knowledge in mathematics and biology, as well as prove themselves in history or Russian. The school itself can determine which subjects to take out for control - only the Russian language is on the list of compulsory subjects, but it is possible that history will also become the second compulsory subject;
  • VPR for grade 6: for this parallel, management can choose a VPR from a list that includes Russian, mathematics, social studies, biology, history, or geography. In the relevant department, there is still a discussion regarding the “mandatory” disciplines. It is likely that in 2019 the status of compulsory will be assigned to the Russian language, mathematics or social science, and maybe to all three subjects;
  • VPR for grade 10: Previously, this parallel wrote papers that tested knowledge of the subjects "chemistry" and "biology". An innovation may also be the VLOOKUP in astronomy. Most likely, the first checks on this subject will be held in 2019. Schools may be given the right to choose whether to take a test in 10th grade or 11th grade;
  • VPR for grade 11: the educational department approved sections in biology and history, as well as conducting a VPR in chemistry, a block of foreign languages, geography and physics. Recall that geography can be taken as a subject for VPR even earlier - in the 10th grade. All schools in Russia are required to:

  • carry out control work, adhering to a specific schedule. The schedule is centralized so that each subject is written on its own day;
  • organize a control event, adhering to a certain time limit - fourth-graders are supposed to work with measuring materials for 45 minutes, students in grades 5 are allocated an hour, and eleventh-graders - 1 hour and 30 minutes;
  • ensure control during the writing of test papers - students should not be able to peep into textbooks, notebooks or cheat sheets.

The school authorities have the right to decide how to use the results of the VPR. Based on them, they can draw general conclusions about the state of the educational process, or, on the basis of the results of control measures, mark marks that will become the final or quarterly results of the student. The school has the right to develop its own translation scale, which will be used for assessments of 11th grade students, but for measuring the knowledge of 4th and 5th grades, it is recommended to use a unified approach developed by Rosobrnadzor.

All-Russian test work (VPR) is a practice designed to establish a regular check of the level of knowledge of schoolchildren for compliance with federal state educational standards. Russian schoolchildren wrote the first VPR in 2015. Since 2016, the All-Russian verification work has become regular.

In 2017, not all schools conducted VPR. Is this a mandatory and universal procedure, or can you still refuse?

At the testing stage, the decision to participate in the VPR was made by the schools. According to the portal 4VPR, in 2016/17 academic year three million children in 95% of the country's schools participated in the CRP. What classes will write VLOOKUP in 2017 and in what subjects?

Of these, almost all VPRs have already been completed, except for VPRs in chemistry and biology for grade 10: their students will write on October 18, 2017.

By whom and how are VPRs carried out? Is it the same harsh procedure as the exam?

Tasks for VPR are developed at the federal level: this ensures the necessary unity of approaches to assessment. And the control work is carried out by the schools themselves, so the children will take the VPR in their native walls.

But still, which result is more important - the USE or the VPR?

For 11th graders, in terms of the impact of results on their future studies and career, of course, the USE is more important. The result of the VLOOKUP may not even affect the final grade of the student in this subject: the decision to use the results of the VLOOKUP is made at the school level. Experts in the field of education point out that the impact on the annual assessment and the adoption of any serious decisions is not a priority task of the All-Russian verification work.

“VPRs do not affect the certificate, based on their results no decisions are made that are vital for the graduate, you don’t need to prepare for them (VPRs) in any special way - you just need to study. It is clear why Rosobrnadzor needs these data. And what are the benefits of VPR for children?

Even a very capable student will find it difficult to successfully pass the OGE and the Unified State Examination if he has a gap in knowledge in the 4th, 5th, 8th grade. NOT EXAM, BUT MONITORING

The All-Russian test work is not an exam, but a monitoring that is carried out to determine the level of preparation of schoolchildren in all regions of Russia.

Therefore, VPR is regulated by the order of the Ministry of Education and Science of the Russian Federation dated January 27, 2017 No. 69 “On Monitoring the Quality of Education”.

This is the youngest of the monitoring studies in education. He is only two years old. But during this time, 95/% of all Russian schoolchildren have already taken part in it.

By the way, saying “pass the VPR” is not accurate. More correctly - "write VLOOKUP".

MANDATORY OR NOT?

VPR were conceived for voluntary testing of knowledge of schoolchildren.

Today, VPR subjects are divided into compulsory and optional.

Optional subjects of the VPR are in the testing mode: they are chosen by the school itself to check the level of preparation of students.

In 2018, All-Russian test papers for grades 4 and 5 are mandatory, but not for grades 6 and 11.

But even in optional subjects, one cannot refuse to participate in the VPR: this decision is made not by the student or his parents, but by the school.

However, in reality, the school itself does not always choose the subjects of the VPR. Most often choose a school.

The decision is made by the regional Department or the Ministry of Education. It is they who are instructed by Rosobrnadzor to form a representative sample of schools for VPR.

For example, in 2018, at least 60% of schools in each subject of the Russian Federation should participate in the All-Russian testing work on the Russian language for grades 2 and 5.

Officials of the regions and municipalities are instructed to include in this number 10% of urban and the same number of rural educational organizations with the highest and lowest results of the state final certification in grades 9 and 11.

Perhaps parents will ask: who needs the results of the GIA, if second-graders write VPR?

Just by OGE results and the Unified State Examination, regional authorities determine the level of the school and its place in the regional or local ranking. If your school is listed among the very best or, conversely, goes chronically backward, it may be on the list of participants in the VPR in some subjects without even wanting to.

Unfortunately, last year, parents, teachers and directors complained that it was for them (and, most importantly, at the last moment) to decide whether their school would take part in the All-Russian testing work in this or that subject.

WHO AND HOW COMPOSES THE TASKS OF THE VPR?

This question worries both teachers and parents. The tasks of the common control for schools are compiled at the Federal Institute of Pedagogical Measurements (FIPI) taking into account the new state standards(FGOS).

It is very difficult to obtain official permission to interview GIA or VPR writers, even if you are well acquainted with these scientists.

The ideologists of the new type of monitoring say that they were guided by the tasks of the comparative international study PISA, in which schoolchildren from Russia failed at least twice.

PISA questions focus on practical use school knowledge in real situations. This international “bar” is also sought Russian specialists developing tasks for VLOOKUP.

However, the versions of the All-Russian test papers for senior classes also include traditional tasks that experienced teachers have already met in OGE demos and USE.

The second difficult subject of the All-Russian verification work was history.

His class learned the answer in advance (the milestones had only one famous countryman). And at the VPR, the class was asked to name historical event associated with their small homeland. What the fifth graders wrote instead - no need to explain. The embarrassment was complete, and the school discussed for a long time whether it was possible to reformulate the VPR question so as not to give the whole class low scores.

Geography:

This year, some students may have difficulty with the CWP in geography: the school must decide for itself whether they will take it in 10 or 11 grades.

“-VPR is not only the same measurements and the same tasks that children do all over the country, it is also the same assessment criteria,” emphasizes Sergey Stanchenko, project manager for monitoring studies of NIKO (National Educational Quality Surveys), which became the forerunners of the VPR.

Federal coordinator of the VPR - Rosobrnadzor ( federal Service on Supervision in the Sphere of Education and Science). It should not be confused with FIPI (Federal Institute for Pedagogical Measurements), in which assignments for VPR are compiled.

Rosobrnadzor administers the VPR: it appoints regional coordinators of the All-Russian verification work. They are the Departments and Ministries of Education of the constituent entities of the Russian Federation, which form a list of municipal coordinators of the VPR in their constituent entities of the Russian Federation.

Grades for VPR are given to each student according to a special scale developed by Rosobrnadzor of the Russian Federation.

Then the received VPR points are translated into school grades.

If the subject is optional (the school itself chose it to conduct a cross-section of students' knowledge), the transfer to grades is at the discretion of the teachers themselves.

Please note: if in your region it is decided to take into account the grades for the CD in the final assessment, then they should be taken into account for the whole class, and not for individual students.

It cannot be that someone's grade for CDF was credited and put in a journal, but not for other children in the class.

If the subject of the VPR is recognized as compulsory, it is also assessed by school teachers. But in this case, they must give points strictly according to the criteria developed by Rosobrnadzor.
