1. Approve the attached federal state educational standard of higher education in the field of study 09.03.01 Informatics and computer technology (undergraduate level).

2. Recognize as invalid:

I. Scope

This federal state educational standard of higher education is a set of requirements that are mandatory for the implementation of basic professional educational programs higher education - undergraduate programs in the field of study 09.03.01 Informatics and computer technology (hereinafter respectively - the bachelor's program, field of study).

II. Abbreviations Used

The following abbreviations are used in this federal state educational standard:

OK - general cultural competencies;

GPC - general professional competencies;

PC - professional competencies;

FSES VO - federal state educational standard of higher education;

Network form - a network form for the implementation of educational programs.

III. Characteristics of the direction of training

3.1. Undergraduate education is only allowed in educational organization higher education (hereinafter - the organization).

3.2. Education under the undergraduate program in organizations is carried out in full-time, part-time and in absentia learning.

The volume of the undergraduate program is 240 credit units (hereinafter - CU), regardless of the form of study used educational technologies, implementation of a bachelor's program using a network form, implementation of a bachelor's program according to an individual curriculum, including accelerated learning.

3.3. The term for obtaining education under the bachelor's program:

IN full-time training, including vacations, provided after passing the state final certification, regardless of the educational technologies used, is 4 years. The volume of the undergraduate program in full-time study, implemented in one academic year, is 60 z.u.;

In part-time or part-time forms of education, regardless of the educational technologies used, it increases by at least 6 months and not more than 1 year compared to the period for obtaining full-time education. The volume of the undergraduate program for one academic year in part-time or correspondence forms of study cannot exceed 75 CU;

When studying according to an individual curriculum, regardless of the form of education, it is no more than the period for obtaining education established for the corresponding form of education, and when studying according to an individual curriculum for people with disabilities, it can be increased at their request by no more than 1 year compared to with the term of education for the corresponding form of education. The volume of the undergraduate program for one

Academic year when studying individual plan regardless of the form of study, cannot be more than 75 z.u.

The specific term for obtaining education and the volume of the undergraduate program implemented in one academic year, in part-time or part-time forms of study, as well as according to an individual plan, are determined by the organization independently within the time limits established by this paragraph.

3.4. When implementing the undergraduate program, the organization has the right to use e-learning and distance learning technologies.

When teaching people with disabilities, e-learning and distance learning technologies should provide for the possibility of receiving and transmitting information in forms accessible to them.

3.5. The implementation of the undergraduate program is possible using the network form.

3.6. Educational activities under the undergraduate program are carried out on state language Russian Federation, unless otherwise specified by the local regulatory act of the organization.

IV. Characteristics of the professional activity of graduates who have mastered the undergraduate program

4.1. The field of professional activity of graduates who have mastered the undergraduate program includes: software for computer computing systems and networks, automated information processing and control systems.

4.2. The objects of professional activity of graduates who have mastered the undergraduate program are:

Automated information processing and control systems;

Computer-aided design and information support systems life cycle industrial products;

Software Tools computer science and automated systems (programs, software packages and systems);

Mathematical, informational, technical, linguistic, software, ergonomic, organizational and legal support of the listed systems.

4.3. Types of professional activities for which graduates who have mastered the undergraduate program are preparing:

Research;

Scientific and pedagogical;

Design and engineering;

Design and technological;

Installation and commissioning;

Service and operational.

When developing and implementing a bachelor's program, an organization focuses on a specific type (types) of professional activity for which (which) a bachelor is preparing, based on the needs of the labor market, research and material and technical resources of the organization.

The undergraduate program is formed by the organization depending on the types learning activities and requirements for the results of mastering the educational program:

Focused on the research and (or) pedagogical type (s) of professional activity as the main (basic) (hereinafter - the academic bachelor's program);

Focused on a practice-oriented, applied type (types) of professional activity as the main (basic) (hereinafter - the applied bachelor's program).

4.4. A graduate who has mastered the bachelor's program, in accordance with the type (types) of professional activity, to which (which) the bachelor's program is oriented, must be ready to solve the following professional tasks:

Collection and analysis of initial data for design;

Designing software and hardware (systems, devices, parts, programs, databases) in accordance with the terms of reference using design automation tools;

Development and execution of design and working technical documentation; control of compliance of developed projects and technical documentation with standards, specifications and other regulatory documents;

Carrying out a preliminary feasibility study of design calculations;

The use of modern tools in the development software;

Application of web-technologies in the implementation of remote access in client/server systems and distributed computing;

Use of standards and standard methods for monitoring and evaluating the quality of software products;

Participation in work on the automation of technological processes during the preparation of the production of new products;

Development and application of modern software and methodological complexes for research and automated design of objects of professional activity;

Study of scientific and technical information, domestic and foreign experience on the subject of research;

Mathematical modeling of processes and objects based on standard packages of computer-aided design and research;

Conducting experiments according to a given methodology and analyzing the results;

Carrying out measurements and observations, compiling a description of ongoing research, preparing data for compiling reviews, reports and scientific publications;

Drawing up a report on the completed task, participation in the implementation of research and development results;

Training of personnel of enterprises in the use of modern software and methodological complexes for research and computer-aided design;

Adjustment, tuning, adjustment and experimental verification of an electronic computer, peripheral equipment and software;

Interfacing of devices and nodes of computing equipment, installation, adjustment, testing and commissioning of computer networks;

Installation of programs and software systems, configuration and maintenance of hardware and software;

Checking the technical condition and residual life of computing equipment, organizing routine inspections and current repairs;

Acceptance and development of commissioned equipment;

Preparation of applications for equipment and spare parts, preparation of technical documentation for repairs;

Drawing up instructions for the operation of equipment and test programs.

V. Requirements for the results of mastering the undergraduate program

5.1. As a result of mastering the undergraduate program, the graduate should have general cultural, general professional and professional competencies.

5.2. A graduate who has mastered the undergraduate program should have the following general cultural competencies:

The ability to use the foundations of philosophical knowledge to form a worldview position (OK-1);

The ability to analyze the main stages and patterns historical development societies for the formation of a civil position (OK-2);

Ability to use basics economic knowledge V various fields activities (OK-3);

The ability to use the basics of legal knowledge in various fields of activity (OK-4);

The ability to communicate in oral and written forms in Russian and foreign languages ​​to solve problems of interpersonal and intercultural interaction (OK-5);

The ability to work in a team, tolerantly perceiving social, ethnic, confessional and cultural differences (OK-6);

Ability to self-organization and self-education (OK-7);

The ability to use the methods and means of physical culture to ensure a full-fledged social and professional activity (OK-8);

The ability to use first aid techniques, methods of protection in conditions emergencies(OK-9).

5.3. A graduate who has mastered the undergraduate program should have the following general professional competencies:

Ability to install software and hardware for information and automated systems (OPK-1);

The ability to master the methods of using software tools to solve practical tasks(OPK-2);

The ability to develop business plans and terms of reference for equipping departments, laboratories, offices with computer and network equipment (OPK-3);

The ability to participate in the configuration and adjustment of software and hardware systems (OPK-4);

The ability to solve standard tasks of professional activity based on information and bibliographic culture using information and communication technologies and taking into account the basic requirements of information security (OPK-5).

5.4. A graduate who has mastered a bachelor's program must have professional competencies corresponding to the type (s) of professional activity, to which (which) the bachelor's program is oriented:

Design activity:

The ability to develop models of information system components, including database models and models of interfaces "human - electronic computer" (PC-1);

Design and technological activities:

The ability to develop components of hardware and software systems and databases using modern programming tools and technologies (PC-2);

Research activities:

The ability to justify the design decisions made, to set up and perform experiments to verify their correctness and effectiveness (PC-3);

Scientific and pedagogical activity:

The ability to prepare notes and conduct classes to train employees in the use of software and methodological complexes used at the enterprise (PC-4);

Installation and adjustment activities:

The ability to match hardware and software as part of information and automated systems (PC-5);

The ability to connect and configure computer modules and peripheral equipment (PC-6);

Service and maintenance activities:

The ability to check the technical condition of computing equipment and carry out the necessary preventive procedures (PC-7);

The ability to draw up instructions for the operation of equipment (PC-8).

5.5. When developing a bachelor's program, all general cultural and general professional competencies, as well as professional competencies related to those types of professional activities that the bachelor's program is focused on, are included in the set of required results for mastering the bachelor's program.

5.6. When developing a bachelor's program, an organization has the right to supplement the set of competencies of graduates, taking into account the focus of the bachelor's program on specific areas of knowledge and (or) type (s) of activity.

5.7. When developing a bachelor's program, the requirements for learning outcomes in individual disciplines (modules), practices, the organization sets independently, taking into account the requirements of the relevant exemplary basic educational programs.

VI. Requirements for the structure of the undergraduate program

6.1. The structure of the undergraduate program includes a mandatory part (basic) and a part formed by participants in educational relations (variable). This makes it possible to implement undergraduate programs that have a different focus (profile) of education within the same area of ​​study (hereinafter referred to as the focus (profile) of the program).

6.2. The undergraduate program consists of the following blocks:

Block 1 "Disciplines (modules)", which includes disciplines (modules) related to the basic part of the program, and disciplines (modules) related to its variable part.

Block 2 "Practices", which fully refers to the variable part of the program.

Block 3 "State Final Attestation", which is fully related to the basic part of the program and ends with the assignment of a qualification indicated in the list of specialties and areas of higher education, approved by the Ministry of Education and Science of the Russian Federation *.

Scope of the undergraduate program

6.3. Disciplines (modules) related to the basic part of the bachelor's program are mandatory for students to master, regardless of the direction (profile) of the bachelor's program that he is mastering.

The set of disciplines (modules) related to the basic part of the undergraduate program, the organization determines independently in the amount established by this Federal State Educational Standard of Higher Education, taking into account the corresponding (relevant) exemplary (exemplary) main (basic) educational (educational) program (programs).

6.4. Disciplines (modules) in philosophy, history, foreign language, life safety are implemented within the framework of the basic part of Block 1 "Disciplines (modules)" of the undergraduate program. The volume, content and procedure for the implementation of these disciplines (modules) are determined by the organization independently.

6.5. Disciplines (modules) for physical education and sports are implemented within the framework of:

The basic part of Block 1 "Disciplines (modules)" of the undergraduate program in the amount of at least 72 academic hours (2 credits) in full-time education;

Elective disciplines (modules) in the amount of at least 328 academic hours. The specified academic hours are obligatory for mastering and are not translated into credit units.

Disciplines (modules) in physical culture and sports are implemented in the manner prescribed by the organization. For people with disabilities and people with disabilities, the organization establishes a special procedure for mastering disciplines (modules) in physical culture and sports, taking into account their state of health.

6.6. Disciplines (modules) related to the variable part of the undergraduate program and practices determine the direction (profile) of the undergraduate program. The set of disciplines (modules) related to the variable part of the undergraduate program and practice is determined by the organization independently in the scope established by this Federal State Educational Standard of Higher Education. After the student chooses the direction (profile) of the program, a set of relevant disciplines (modules) and practices becomes mandatory for the student to master.

6.7. Block 2 "Practices" includes educational and production, including undergraduate, practice.

Types educational practice:

Practice in obtaining primary professional skills and abilities, including primary skills and abilities of research activities;

Performing.

Ways of conducting educational practice:

Stationary;

Visiting.

Types industrial practice And:

Practice for obtaining professional skills and professional experience;

Pedagogical;

Technological.

Ways of conducting industrial practice:

Visiting.

Undergraduate practice is carried out to complete the graduation qualifying work and is mandatory.

When developing undergraduate programs, the organization selects the types of practices depending on the type (s) of activity to which the undergraduate program is (are) oriented. The organization has the right to provide for other types of practices in the undergraduate program in addition to those established by these Federal State Educational Standards.

Educational and (or) production practice can be carried out in the structural divisions of the organization.

The choice of places for internships for persons with disabilities is made taking into account the state of health of students and accessibility requirements.

6.8. Block 3 "State final certification" includes the defense of the final qualification work, including preparation for the defense procedure and the defense procedure, as well as preparation for passing and passing the state exam (if the organization has included State exam as part of the state final certification).

6.9. Bachelor's programs containing information constituting a state secret are developed and implemented in compliance with the requirements stipulated by the legislation of the Russian Federation and regulatory legal acts in the field of protecting state secrets.

6.10. Implementation of a part (parts) of the educational program and state final certification, within the framework of which (which) information of limited access is brought to students and (or) in educational purposes used secret weapons, military equipment, their components, is not allowed with the use of e-learning, distance learning technologies.

6.11. When developing a bachelor's program, students are provided with the opportunity to master disciplines (modules) of their choice, including special conditions for people with disabilities and persons with disabilities, in the amount of at least 30 percent of the variable part of Block 1 "Disciplines (modules)".

6.12. The number of hours allotted for lecture-type classes, in general, for Block 1 "Disciplines (modules)" should not exceed 50 percent of the total number of classroom hours allocated for the implementation of this Block.

VII. Requirements for the conditions for the implementation of the undergraduate program

7.1. General system requirements for the implementation of the undergraduate program.

7.1.1. The organization must have a material and technical base that complies with the current fire rules and regulations and ensures the conduct of all types of disciplinary and interdisciplinary training, practical and research work of students, provided for by the curriculum.

7.1.2. Each student during the entire period of study must be provided with individual unlimited access to one or more electronic library systems (electronic libraries) and to the electronic information and educational environment of the organization. Electronic library system ( digital library) and the electronic information and educational environment should provide the ability for the student to access from any point where there is access to the information and telecommunication network "Internet" (hereinafter referred to as the "Internet" network), both on the territory of the organization and outside it. The electronic information and educational environment of the organization should provide:

Access to curricula, work programs of disciplines (modules), practices, publications of electronic library systems and electronic educational resources specified in work programs;

Fixing the course of the educational process, the results of intermediate certification and the results of mastering the undergraduate program;

Conducting all types of classes, procedures for assessing learning outcomes, the implementation of which is provided for using e-learning, distance learning technologies;

Formation of an electronic portfolio of the student, including the preservation of the student's work, reviews and assessments of these works by any participants in the educational process;

Interaction between participants in the educational process, including synchronous and (or) asynchronous interaction via the Internet.

The functioning of the electronic information and educational environment is ensured by appropriate means of information and communication technologies and the qualifications of employees using and supporting it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation**.

7.1.3. In the case of the implementation of the bachelor's program in the network form, the requirements for the implementation of the bachelor's program must be provided by a set of resources of material, technical and educational support provided by organizations participating in the implementation of the bachelor's program in the network form.

7.1.4. In the case of the implementation of the bachelor's program at departments and (or) other structural divisions of the organization created in accordance with the established procedure in other organizations, the requirements for the implementation of the bachelor's program must be provided by a combination of resources of these organizations.

7.1.5. Qualification of managerial and scientific teaching staff organizations must comply with the qualification characteristics established in the Unified Qualification Directory for the Positions of Managers, Specialists and Employees, the section "Qualification Characteristics of the Positions of Managers and Specialists of Higher Professional and Additional Professional Education", approved by order of the Ministry of Health and social development of the Russian Federation dated January 11, 2011 N 1n (registered by the Ministry of Justice of the Russian Federation on March 23, 2011, registration N 20237), and professional standards (if any).

7.1.6. The share of full-time scientific and pedagogical workers (in terms of rates reduced to integer values) must be at least 50 percent of the total number of scientific and pedagogical workers of the organization.

7.2. Requirements for personnel conditions for the implementation of the bachelor's program.

7.2.1. The implementation of the undergraduate program is provided by the management and scientific and pedagogical employees of the organization, as well as by persons involved in the implementation of the undergraduate program on the terms of a civil law contract.

7.2.2. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) with an education corresponding to the profile of the discipline (module) being taught, in total number scientific and pedagogical workers implementing the undergraduate program should be at least 70 percent.

7.2.3. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) who have degree(including an academic degree awarded abroad and recognized in the Russian Federation) and (or) academic title(including an academic title obtained abroad and recognized in the Russian Federation), the total number of scientific and pedagogical workers implementing the undergraduate program should be at least 50 percent.

7.2.4. The share of employees (in terms of rates reduced to integer values) from the number of managers and employees of organizations whose activities are related to the direction (profile) of the undergraduate program being implemented (having at least 3 years of work experience in this professional field) in the total number of employees, implementing a bachelor's program, should be at least 10 percent.

7.3. Requirements for the material, technical and educational and methodological support of the undergraduate program.

7.3.1. Special premises should be classrooms for conducting lecture-type classes, seminar-type classes, course design (performing term papers), group and individual consultations, current control and intermediate certification, as well as premises for independent work and facilities for storage and preventive maintenance of educational equipment. Special rooms should be equipped with specialized furniture and technical means teaching, serving to present educational information large audience.

For conducting lecture-type classes, sets of demonstration equipment and educational visual aids are offered, providing thematic illustrations corresponding to exemplary programs of disciplines (modules), working curricula disciplines (modules).

The list of material and technical support necessary for the implementation of the undergraduate program includes laboratories equipped with laboratory equipment, depending on the degree of its complexity. Specific requirements for material and technical and educational and methodological support are determined in exemplary basic educational programs.

Premises for independent work of students should be equipped with computers with the ability to connect to the Internet and provide access to the electronic information and educational environment of the organization.

In the case of the use of e-learning, distance learning technologies, it is allowed to replace specially equipped rooms with their virtual counterparts, allowing students to master the skills and abilities provided for by professional activities.

In case of non-use of the electronic library system (electronic library) in the organization, the library fund must be completed with printed publications at the rate of at least 50 copies of each of the publications of the main literature listed in the work programs of disciplines (modules), practices and at least 25 copies of additional literature per 100 students.

7.3.2. The organization must be provided with the necessary set of licensed software (the composition is determined in the work programs of disciplines (modules) and is subject to annual renewal).

7.3.3. Electronic library systems (electronic library) and electronic information and educational environment should provide simultaneous access to at least 25 percent of students in the undergraduate program.

7.3.4. Students should be provided with access (remote access), including in the case of using e-learning, distance learning technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to annual updating.

7.3.5. Students from among persons with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their disabilities.

7.4. Requirements for the financial conditions for the implementation of the undergraduate program.

7.4.1. Financial support for the implementation of the undergraduate program should be carried out in an amount not lower than the basic standard costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for a given level of education and direction of training, taking into account adjustment factors that take into account the specifics of educational programs in accordance with the Methodology for determining regulatory costs for the provision of public services for the implementation of educational programs of higher education in specialties (training areas) and enlarged groups of specialties (training areas), approved by order of the Ministry of Education and Science of the Russian Federation of October 30, 2015 N 1272 (registered by the Ministry of Justice of the Russian Federation on November 30 2015, registration N 39898).

6.3. Disciplines (modules) related to the basic part of the bachelor's program are mandatory for students to master, regardless of the direction (profile) of the bachelor's program that he is mastering.

The set of disciplines (modules) related to the basic part of the undergraduate program, the organization determines independently in the amount established by this Federal State Educational Standard of Higher Education, taking into account the corresponding (relevant) exemplary (exemplary) main (basic) educational (educational) program (programs).

6.4. Disciplines (modules) in philosophy, history, foreign language, life safety are implemented within Block 1 "Disciplines (modules)" of the undergraduate program. The volume, content and procedure for the implementation of these disciplines (modules) are determined by the organization independently.

6.5. Disciplines (modules) in physical culture and sports are implemented within the framework of:

In the case of the implementation of the bachelor's program in the network form, the requirements for the implementation of the bachelor's program must be provided by a set of resources of material, technical and educational support provided by organizations participating in the implementation of the bachelor's program in the network form.

The qualifications of the management and scientific and pedagogical employees of the organization must comply with the qualifications established in the Unified Qualification Directory for the Positions of Managers, Specialists and Employees, the section "Qualification Characteristics of the Positions of Managers and Specialists of Higher Professional and Additional Professional Education", approved by order of the Ministry of Health and Social Development of the Russian Federation dated January 11, 2011 N 1n (registered by the Ministry of Justice of the Russian Federation on March 23, 2011, registration N 20237), and professional standards (if any).

7.1.6. The share of full-time scientific and pedagogical workers (in terms of rates reduced to integer values) must be at least 50 percent of the total number of scientific and pedagogical workers of the organization.

7.2. Requirements for personnel conditions for the implementation of the bachelor's program.

7.2.1. The implementation of the undergraduate program is provided by the management and scientific and pedagogical employees of the organization, as well as by persons involved in the implementation of the undergraduate program on the terms of a civil law contract.

7.2.2. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) with an education corresponding to the profile of the discipline (module) being taught in the total number of scientific and pedagogical workers implementing the undergraduate program should be at least 70 percent.

7.2.3. The share of scientific and pedagogical workers (in terms of rates reduced to integer values) who have an academic degree (including an academic degree awarded abroad and recognized in the Russian Federation) and (or) an academic title (including an academic title obtained abroad and recognized in the Russian Federation), the total number of scientific and pedagogical workers implementing the undergraduate program should be at least 50 percent.

7.2.4. The share of employees (in terms of rates reduced to integer values) from the number of managers and employees of organizations whose activities are related to the direction (profile) of the bachelor's program being implemented (having at least 3 years of work experience in this professional field) in the total number of employees implementing the bachelor's program, must be at least 10 percent.

7.3. Requirements for the material, technical and educational and methodological support of the undergraduate program.

7.3.1. Special premises should be classrooms for conducting lecture-type classes, seminar-type classes, course design (term papers), group and individual consultations, current control and intermediate certification, as well as rooms for independent work and rooms for storage and preventive maintenance of educational equipment. Special rooms should be equipped with specialized furniture and teaching aids that serve to present educational information to a large audience.

For conducting lecture-type classes, sets of demonstration equipment and educational visual aids are offered, providing thematic illustrations corresponding to the exemplary programs of disciplines (modules), working curricula of disciplines (modules).

The list of material and technical support necessary for the implementation of the undergraduate program includes laboratories equipped with laboratory equipment, depending on the degree of its complexity. Specific requirements for material and technical and educational and methodological support are determined in exemplary basic educational programs.

Premises for independent work of students should be equipped with computers with the ability to connect to the Internet and provide access to the electronic information and educational environment of the organization.

In the case of the use of e-learning, distance learning technologies, it is allowed to replace specially equipped rooms with their virtual counterparts, allowing students to master the skills and abilities provided for by professional activities.

In case of non-use of the electronic library system (electronic library) in the organization, the library fund must be completed with printed publications at the rate of at least 50 copies of each of the publications of the main literature listed in the work programs of disciplines (modules), practices and at least 25 copies of additional literature per 100 students.

7.3.2. The organization must be provided with the necessary set of licensed software (the composition is determined in the work programs of disciplines (modules) and is subject to annual renewal).

7.3.3. Electronic library systems (electronic library) and electronic information and educational environment should provide simultaneous access to at least 25 percent of students in the undergraduate program.

7.3.4. Students should be provided with access (remote access), including in the case of using e-learning, distance learning technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to annual updating.

7.3.5. Students from among persons with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their disabilities.

7.4. Requirements for the financial conditions for the implementation of the undergraduate program.

7.4.1. Financial support for the implementation of the undergraduate program should be carried out in an amount not lower than the basic standard costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for a given level of education and direction of training, taking into account adjustment factors that take into account the specifics of educational programs in accordance with the Methodology for determining regulatory costs for the provision of public services for the implementation of educational programs of higher education in specialties (training areas) and enlarged groups of specialties (training areas), approved by order of the Ministry of Education and Science of the Russian Federation of October 30, 2015 N 1272 (registered by the Ministry of Justice of the Russian Federation on November 30 2015, registration N 39898).

    1.1. This federal state educational standard of higher education (hereinafter - FSES HE) is a set of mandatory requirements in the implementation of the main professional educational programs of higher education - undergraduate programs in the field of study 09.03.01 Informatics and computer technology (hereinafter, respectively - the bachelor's program, field of study).

    1.2. Obtaining education under the undergraduate program is allowed only in an educational organization of higher education (hereinafter referred to as the Organization).

    1.3. Education under the undergraduate program in the Organization can be carried out in full-time, part-time and part-time forms.

    1.4. The content of higher education in the field of study is determined by the undergraduate program developed and approved by the Organization independently. When developing a bachelor's program, the Organization forms requirements for the results of its development in the form of universal, general professional and professional competencies graduates (hereinafter together - competencies).

    The organization develops a bachelor's program in accordance with the Federal State Educational Standard of Higher Education, taking into account the corresponding exemplary basic educational program included in the register of exemplary basic educational programs (hereinafter referred to as POEP).

    1.5. When implementing the undergraduate program, the Organization has the right to use e-learning, distance learning technologies.

    E-learning, distance learning technologies used in the training of disabled people and persons with disabilities (hereinafter referred to as the disabled and persons with disabilities) should provide for the possibility of receiving and transmitting information in forms accessible to them.

    The implementation of the undergraduate program using exclusively e-learning, distance learning technologies is not allowed.

    1.6. The implementation of the undergraduate program is carried out by the Organization both independently and through a network form.

    1.7. The bachelor's program is implemented in the state language of the Russian Federation, unless otherwise specified by the local regulatory act of the Organization.

    1.8. The term for obtaining education under the bachelor's program (regardless of the educational technologies used):

    in full-time education, including vacations provided after passing the state final certification, is 4 years;

    in part-time or extramural forms of education increases by at least 6 months and not more than 1 year compared to the period of obtaining education in full-time education;

    when studying according to an individual curriculum for disabled people and persons with disabilities, it can be increased at their request by no more than 1 year compared to the period of education established for the corresponding form of education.

    1.9. The volume of the bachelor's program is 240 credit units (hereinafter referred to as credits), regardless of the form of study, the educational technologies used, the implementation of the bachelor's program using the network form, the implementation of the bachelor's program according to the individual curriculum.

    The volume of the undergraduate program implemented in one academic year is no more than 70 CU. regardless of the form of study, the educational technologies used, the implementation of the bachelor's program using the network form, the implementation of the bachelor's program according to an individual curriculum (with the exception of accelerated learning), and with accelerated learning - no more than 80 z.u.

    1.10. The organization independently determines within the terms and volumes established by paragraphs 1.8 and 1.9 of the Federal State Educational Standard of HE:

    the volume of the undergraduate program implemented in one academic year.

    1.11. Areas of professional activity and areas of professional activity in which graduates who have mastered the undergraduate program (hereinafter referred to as graduates) can carry out professional activities:

    06 Communication, information and communication technologies (in the field of design, development, implementation and operation of computer equipment and information systems, management of their life cycle);

    40 Cross-cutting types of professional activity in industry (in the field of organizing and conducting research and development work in the field of informatics and computer technology).

    Graduates can carry out professional activities in other areas of professional activity and (or) areas of professional activity, provided that their level of education and acquired competencies meet the requirements for the qualification of an employee.

    1.12. Within the framework of mastering the undergraduate program, graduates can prepare for solving the following types of professional tasks:

    research;

    production and technological;

    organizational and managerial;

    design.

    1.13. When developing a bachelor's program, the Organization establishes the direction (profile) of the bachelor's program, which corresponds to the direction of training in general or specifies the content of the bachelor's program within the framework of the direction of training by focusing it on:

    area(s) and area(s) of professional activity of graduates;

    type (types) of tasks and tasks of professional activity of graduates;

    if necessary - to the objects of professional activity of graduates or area (areas) of knowledge.

    1.14. A bachelor's program containing information constituting a state secret is developed and implemented in compliance with the requirements stipulated by the legislation of the Russian Federation and other regulatory legal acts in the field of protecting state secrets.

    2.1. The structure of the undergraduate program includes the following blocks:

    2.2. The undergraduate program should ensure the implementation of disciplines (modules) in philosophy, history (history of Russia, world history), a foreign language, life safety within the framework of Block 1 "Disciplines (modules)".

    2.3. The undergraduate program should ensure the implementation of disciplines (modules) in physical culture and sports:

    in the amount of at least 2 credits. within the framework of Block 1 "Disciplines (modules)";

    in the amount of at least 328 academic hours, which are mandatory for mastering, are not converted into s.u. and are not included in the volume of the undergraduate program, within the framework of elective disciplines (modules) in full-time education.

    Disciplines (modules) in physical culture and sports are implemented in the manner prescribed by the Organization. For people with disabilities and persons with disabilities, the Organization establishes a special procedure for mastering disciplines (modules) in physical culture and sports, taking into account their state of health.

    2.4. Block 2 "Practice" includes educational and industrial practices (hereinafter together - practices).

    Types of educational practice:

    introductory practice;

    operational practice;

    research work (obtaining primary skills of research work).

    Types of work experience:

    technological (design and technological) practice;

    operational practice;

    research work.

    2.6. Organization:

    selects one or more types of training and one or more types of work practice from the list specified in clause 2.4 of the Federal State Educational Standard of HE;

    has the right to establish an additional type (types) of educational and (or) production practices;

    establishes the scope of practices of each type.

    2.7. Block 3 "State final certification" includes:

    preparation for passing and passing the state exam (if the Organization has included the state exam in the state final certification);

    performance and defense of the final qualifying work.

    2.8. When developing a bachelor's program, students are provided with the opportunity to master elective disciplines (modules) and optional disciplines (modules).

    Optional disciplines (modules) are not included in the volume of the undergraduate program.

    2.9. Within the framework of the undergraduate program, a mandatory part and a part formed by participants in educational relations are distinguished.

    The mandatory part of the bachelor's program includes disciplines (modules) and practices that ensure the formation of general professional competencies, as well as professional competencies established by the PEP as mandatory (if any).

    The mandatory part of the undergraduate program includes, among other things:

    disciplines (modules) specified in clause 2.2 of the Federal State Educational Standard of Higher Education;

    disciplines (modules) in physical culture and sports, implemented within the framework of Block 1 "Disciplines (modules)".

    Disciplines (modules) and practices that ensure the formation of universal competencies can be included in the mandatory part of the undergraduate program and in the part formed by participants in educational relations.

    The volume of the compulsory part, excluding the volume of the state final certification, must be at least 40 percent of the total volume of the undergraduate program.

    2.10. The organization should provide disabled people and persons with disabilities (at their request) with the opportunity to study under the bachelor's program, taking into account the peculiarities of their psychophysical development, individual capabilities and, if necessary, ensuring the correction of developmental disorders and social adaptation of these persons.

    2.11. The implementation of part (parts) of the educational program and the state final certification, within the framework of which (which) information of limited access is brought to students and (or) secret samples of weapons, military equipment, their components are used for educational purposes, is not allowed with the use of e-learning, distance educational technologies.

Professional competencies established by the undergraduate program are formed on the basis of professional standards corresponding to the professional activities of graduates (if any), and also, if necessary, on the basis of an analysis of the requirements for professional competencies imposed on graduates in the labor market, generalization of domestic and foreign experience, conducting consultations with leading employers, associations of employers in the industry in which graduates are in demand, other sources (hereinafter referred to as other requirements for graduates).

    3.5. When determining the professional competencies established by the undergraduate program, the Organization:

    includes all required professional competencies (if any) in the undergraduate program;

    includes one or more professional competencies independently determined, based on the direction (profile) of the undergraduate program, on the basis of professional standards corresponding to the professional activities of graduates (if any), and also, if necessary, on the basis of an analysis of other requirements for graduates (the Organization has the right do not include self-determined professional competencies in the presence of mandatory professional competencies, as well as in the case of inclusion of recommended professional competencies in the undergraduate program).

    From each chosen professional standard, the Organization allocates one or more generalized labor functions (hereinafter referred to as GTF) corresponding to the professional activities of graduates, based on the qualification level established by the professional standard for PTF and the requirements of the section "Requirements for education and training". HTF can be allocated in whole or in part.

    3.6. The totality of competencies established by the undergraduate program should provide the graduate with the ability to carry out professional activities in at least one area of ​​professional activity and the field of professional activity established in accordance with clause 1.11 of the Federal State Educational Standard of Higher Education, and solve tasks of professional activity of at least one type established in in accordance with paragraph 1.12 of the Federal State Educational Standard.

    3.7. The organization establishes indicators for the achievement of competencies in the undergraduate program:

    universal, general professional and, if available, mandatory professional competencies - in accordance with the indicators of achievement of competencies established by the PEP;

    3.8. The organization independently plans the learning outcomes in disciplines (modules) and practices, which must be correlated with the indicators of achievement of competencies established in the undergraduate program.

    The set of planned learning outcomes in disciplines (modules) and practices should ensure the formation of all the competencies established by the bachelor's program in the graduate.

    4.1. Requirements for the conditions for the implementation of the bachelor's program include system-wide requirements, requirements for logistical and educational and methodological support, requirements for personnel and financial conditions for the implementation of the bachelor's program, as well as requirements for the applied quality assessment mechanisms educational activities and preparation of students in the undergraduate program.

    4.2.1. The organization must have on the right of ownership or other legal basis the material and technical support of educational activities (premises and equipment) for the implementation of the undergraduate program in Block 1 "Disciplines (modules)" and Block 3 "State final certification" in accordance with the curriculum.

    4.2.2. Each student during the entire period of study must be provided with individual unlimited access to the electronic information and educational environment of the Organization from any point where there is access to the information and telecommunication network "Internet" (hereinafter referred to as the "Internet" network), both on the territory of the Organization, as well as outside of it. The conditions for the functioning of the electronic information and educational environment can be created using the resources of other organizations.

    The electronic information and educational environment of the Organization should provide:

    access to curricula, work programs of disciplines (modules), practices, electronic educational publications and electronic educational resources specified in the work programs of disciplines (modules), practices;

    the formation of an electronic portfolio of the student, including the preservation of his works and marks for these works.

    In the case of the implementation of the undergraduate program using e-learning, distance learning technologies, the electronic information and educational environment of the Organization must additionally provide:

    fixing the course of the educational process, the results of intermediate certification and the results of mastering the undergraduate program;

    conducting training sessions, procedures for assessing learning outcomes, the implementation of which is provided for using e-learning, distance learning technologies;

    interaction between participants in the educational process, including synchronous and (or) asynchronous interaction via the Internet.

    The functioning of the electronic information and educational environment is ensured by appropriate means of information and communication technologies and the qualifications of employees using and supporting it. The functioning of the electronic information and educational environment must comply with the legislation of the Russian Federation.

    4.2.3. When implementing a bachelor's program in a network form, the requirements for the implementation of a bachelor's program must be provided by a set of resources for material, technical and educational support provided by organizations participating in the implementation of a bachelor's program in a network form.

    4.3.1. The premises should be classrooms for conducting training sessions provided for by the undergraduate program, equipped with equipment and teaching aids, the composition of which is determined in the work programs of disciplines (modules).

    Premises for independent work of students should be equipped with computers with the ability to connect to the Internet and provide access to the electronic information and educational environment of the Organization.

    It is allowed to replace the equipment with its virtual analogues.

    4.3.2. The organization must be provided with the necessary set of licensed and freely distributed software, including domestic production (the composition is determined in the work programs of disciplines (modules) and is subject to update if necessary).

    4.3.3. When using printed publications in the educational process, the library fund must be completed with printed publications at the rate of at least 0.25 copies of each of the publications indicated in the work programs of disciplines (modules), practices, per one student from among persons simultaneously mastering the relevant discipline (module ) undergoing relevant practice.

    4.3.4. Students should be provided with access (remote access), including in the case of using e-learning, distance learning technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to updating (if necessary) .

    4.3.5. Students from among the disabled and persons with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to the limitations of their health.

    4.4.1. The implementation of the undergraduate program is provided by the teaching staff of the Organization, as well as persons involved by the Organization in the implementation of the undergraduate program on other terms.

    4.4.2. The qualifications of the teaching staff of the Organization must meet the qualification requirements specified in the qualification reference books and (or) professional standards (if any).

    4.4.3. At least 60 percent of the number of teaching staff of the Organization participating in the implementation of the bachelor's program, and persons involved by the Organization in the implementation of the bachelor's program on other conditions (based on the number of positions to be replaced, reduced to integer values), must conduct scientific, educational and methodological and (or ) practical work corresponding to the profile of the taught discipline (module).

    4.4.4. At least 5 percent of the number of teaching staff of the Organization participating in the implementation of the bachelor's program, and persons involved by the Organization in the implementation of the bachelor's program on other conditions (based on the number of positions to be replaced, reduced to integer values), must be managers and (or) employees of other organizations who carry out labor activities in a professional field corresponding to the professional activity for which graduates are preparing (to have at least 3 years of work experience in this professional field).

    4.4.5. At least 50 percent of the number of teaching staff of the Organization and persons involved in the educational activities of the Organization on other terms (based on the number of replacement positions reduced to integer values) must have an academic degree (including a scientific degree obtained in foreign country and recognized in the Russian Federation) and (or) an academic title (including an academic title obtained in a foreign state and recognized in the Russian Federation).

    4.5.1. Financial support for the implementation of the bachelor's program should be carried out in an amount not lower than the values ​​of the basic cost standards for the provision of public services for the implementation of educational programs of higher education - bachelor's programs and the values ​​of adjusting coefficients to the basic cost standards determined by the Ministry of Education and Science of the Russian Federation.

    4.6.1. The quality of educational activities and training of students in the undergraduate program is determined within the framework of the internal evaluation system, as well as the external evaluation system, in which the Organization participates on a voluntary basis.

    4.6.2. In order to improve the undergraduate program, the Organization, when conducting a regular internal assessment of the quality of educational activities and training students in the undergraduate program, involves employers and (or) their associations, other legal entities and (or) individuals, including the teaching staff of the Organization.

    Within the framework of the internal system for assessing the quality of educational activities in the undergraduate program, students are given the opportunity to evaluate the conditions, content, organization and quality of the educational process as a whole and individual disciplines (modules) and practices.

    4.6.3. An external assessment of the quality of educational activities in the undergraduate program as part of the state accreditation procedure is carried out in order to confirm the compliance of educational activities in the undergraduate program with the requirements of the Federal State Educational Standard of Higher Education, taking into account the relevant PEP.

    4.6.4. External assessment of the quality of educational activities and training of students in the undergraduate program can be carried out within the framework of professional and public accreditation conducted by employers, their associations, as well as organizations authorized by them, including foreign organizations, or authorized national professional and public organizations that are part of international structures , in order to recognize the quality and level of training of graduates that meet the requirements of professional standards (if any), the requirements of the labor market for specialists of the relevant profile.
