The Faculty of Continuing Education for the Training of Specialists for the Judicial System (hereinafter referred to as the Faculty of Continuing Education, FNO) is a structural subdivision of the Privolzhsky branch of the federal state budgetary educational institution higher education"Russian State University Justice”, trains lawyers in programs of secondary vocational and higher education.

The Faculty of Continuing Education was founded in 2005 as a College of Law, in 2008 it was called the Faculty of Secondary vocational education, since 2009 it has been renamed the Faculty of Continuing Education for the training of specialists for the judiciary.

Admission to FNO RPMU is possible after the 9th or 11th grade secondary school. Both budgetary and non-budgetary places are provided. Students are given the opportunity to take additional classes in English language. On the basis of the faculty, preparatory courses are also taught for students in grades 9 and 11.

Since the 2017-2018 academic year, the specialty 40.02.03 Law and judicial administration has been opened at the faculty.

Areas of activity of the faculty:

  • training of qualified specialists for the judicial system of the Russian Federation who acquire skills and abilities independent solution legal issues;
  • development of the intellectual, cultural and moral level of the individual;
  • formation of civic positions among students.

Education at the faculty is carried out by highly qualified teaching staff. Dean of the Faculty - Kondratieva Elena Evgenievna, Candidate of Law Sciences, Associate Professor of the Department of Humanitarian and Socio-Economic Disciplines. The educational process is organized by the specialists of the dean's office for academic work Salnikova Valeria Konstantinovna And Panina Anna Alexandrovna. Educational work with students of the faculty is carried out by the head Zabrodina Irina Yurievna. IN educational process modern information technologies are actively used. At the disposal of students are lecture and computer rooms, a library.

The faculty provides psychological support for the educational process. Carried out professionally psychological preparation future specialists of the judicial system in accordance with the tasks of professional activity, including psychological counseling applicants and their parents.

An integral part of the educational process at the Faculty of Continuing Education is educational work, which contributes to the formation of an active life position and leadership qualities in students. Students are given the opportunity to realize their creative, organizational and intellectual potential in various scientific and social events. Graduates of the Faculty of Continuing Education can work in various bodies of the judiciary.

Education at the faculty after the 9th grade

You can enroll in the faculty after the 9th grade, subject to the availability of an appropriate certificate. Normative period of study in the specialty "Law and Judicial Administration" ( a basic level of) is 2 years 10 months. Enrollment is carried out according to the results of the competition of certificates held by the Admissions Committee. The highest chance of admission is for applicants with the highest average grade in the certificate. In case of equality of grades, priority is given to the applicant with the highest grades in core subjects (Russian language, history and social studies), with a total score of 5.0, grades for grade 8 are taken into account. In case of equality of grades in core subjects, priority is given to an applicant who has completed preparatory courses.

Graduate of the program of secondary professional legal education:

  • receives a diploma established by the Ministry of Education and Science of the Russian Federation;
  • undergoes an internship;
  • receives additional specialized training in English.

Education at the faculty after the 11th grade

An applicant can enter the TSE in Nizhny Novgorod after grade 11 based on the results of a certificate competition with the possibility of accelerated learning. For students in the specialty "Law and Judicial Administration" (accelerated learning), the training period is 1 year 10 months. In parallel, the student can undergo additional training in English.

These Rules for Admission to the State Budgetary Educational Institution of Secondary Vocational Education "Nizhny Novgorod College of Economics and Law named after the Hero of the Soviet Union Boris Pavlovich Trifonov" (hereinafter referred to as the College) were developed in accordance with the Law of the Russian Federation "On Education" dated 01.01.2001, Model regulation on an educational institution of secondary vocational education, approved by the Decree of the Government of the Russian Federation of 01.01.2001 No. No. 000, by order of the Ministry of Education and Science of the Russian Federation dated 01.01.2001 No. 50 "On approval of the Procedure for the admission of citizens to study in educational programs of secondary vocational education for the 2013/14 academic year", changes that are made to the Procedure for admission to those with state accreditation OU SPO, approved by order No. 2 of the Ministry of Education and Science of the Russian Federation of 01.01.2001, "Sanitary and epidemiological requirements for the organization of the educational and production process in educational institutions of primary vocational education" SanPiN 2.4, the Charter of the College.


2. These Rules regulate the admission of citizens of the Russian Federation, foreign citizens, stateless persons, including compatriots living abroad (hereinafter referred to as citizens, persons entering), for training in educational programs of secondary vocational education (hereinafter referred to as SVE) in specialties SPO (hereinafter - educational programs) at the expense of the regional budget, under agreements with payment of tuition fees with legal entities and (or) individuals (hereinafter - an agreement with payment of tuition fees).

Admission of foreign citizens to the College for study in educational programs is carried out in accordance with the Procedure for the admission of citizens to study in educational programs of secondary vocational education for the 2013/2014 academic year, and international treaties of the Russian Federation at the expense of the regional budget, as well as under contracts with payment of tuition fees.

3. The rules for the admission of citizens to educational organizations in the part not regulated by the legislation of the Russian Federation in the field of education, the current Procedure, the Charter of the College, are determined by the College independently.

4. Admission to the College of persons for study in educational programs is carried out on the basis of applications from persons with basic general or secondary (complete) general education.

5. Admission to study in educational programs at the expense of the regional budget is public, unless otherwise provided by Part 4 of Article 111 of the Federal Law "On Education in the Russian Federation".

6. The target figures for the admission of citizens for training at the expense of the regional budget are set on a competitive basis in the specialties implemented in the College.

7. The number of places for the admission of students in 2013 (hereinafter referred to as budget places) is determined in accordance with the control figures approved by order of the Ministry of Education of the Nizhny Novgorod Region dated August 14, 2012 No. 000.

21. When applying (in Russian) for admission to the college, the applicant submits the following documents at his own discretion:

21.1. Citizens:

- original or photocopy of documents proving his identity,
citizenship;

− original or photocopy of a state-recognised document on education;

− 4 photographs;

21.2. Foreign citizens, stateless persons, including compatriots living abroad:

- a copy of the identity document of the applicant, or an identity document foreign citizen in the Russian Federation, in accordance with Article 10 of the Federal Law of 01.01.01 "On the Legal Status of Foreign Citizens in the Russian Federation";

− the original of the state standard document on education (or its duly certified copy) or the original of the document foreign state on the level of education and (or) qualification, recognized in the Russian Federation at the level of a state document on education (or a duly certified copy), as well as in the case provided for by the legislation of the Russian Federation, a copy of the certificate of recognition of this document;

− duly certified translation into Russian of a document of a foreign state on the level of education and (or) qualifications and annexes to it (if the latter is provided for by the legislation of the state in which such a document on education was issued);

− copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 17 of the Federal Law of 01.01.01 “On the state policy of the Russian Federation in relation to compatriots abroad”;

- 4 photos.

All translations into Russian must be made in the name and surname indicated in the identity document of a foreign citizen in the Russian Federation.

22. In the application, applicants must indicate the following mandatory information:

− surname, name and patronymic (the last one, if available);

− date of birth;

− details of the document proving his identity, when and by whom it was issued;

− information about the previous level of education and a document on education confirming it;

- the specialty for which he plans to enter college, indicating the conditions of study and the form of education (within the admission control figures, places under contracts with payment of tuition fees);

− the need to provide a hostel.

The application also records the fact of familiarization (including through public information systems) with copies of the license to carry out educational activities, the certificate of state accreditation and annexes to them, or the absence of a copy of the said certificate. The fact of familiarization is certified by the personal signature of the applicant.

The signature of the applicant is also certified by the following:

− receiving secondary vocational education for the first time;

− familiarization (including through public information systems) with the date of submission of the original document on education.

In the event that an applicant submits an application that does not contain all the information provided for in this paragraph, and (or) information that does not correspond to reality, the college returns the documents to the applicant.

23. Applicants have the right to send an application for admission, as well as Required documents through public postal operators (hereinafter - by mail), as well as in electronic form(if such an opportunity is provided for in an educational organization) in accordance with the Federal Law of April 6, 2011 "On Electronic Signature", the Federal Law of 01.01.01 "On Information, Information Technologies and Information Protection", Federal Law of 7 July 2003 "On Communications". When sending documents by mail, the applicant shall attach to the application for admission photocopies of documents proving his identity and citizenship, a state-recognized document on education, as well as other documents provided for by these Rules.

Documents sent by mail are accepted when they enter the college no later than the deadlines established by clause 20 of this Procedure to complete the acceptance of documents.

Upon personal presentation of the original documents, applicants are allowed to certify their photocopies by the college.

24. It is not allowed to collect fees from applicants when submitting documents specified in paragraph 21 of these Rules.

25. A personal file is created for each applicant, in which all submitted documents are stored.

26. Upon personal presentation of documents, the applicant is issued a receipt confirming the acceptance of documents.

27. Upon a written application, applicants have the right to take the original document of education and other documents submitted by the applicant. Documents must be returned by the college within the next business day after application is submitted.

V. The procedure for receiving foreign citizens

28. The admission of foreign citizens to the college for training in the basic educational programs of secondary vocational education is carried out in accordance with the order of the Ministry of Education and Science of the Russian Federation dated 01.01.01. No. 50 and international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the relevant budget, as well as under agreements with payment of tuition fees by individuals and (or) legal entities.

29. When applying for admission to the college for the main professional educational program of secondary vocational education, the applicant submits the documents specified in clause 21.2. these rules of admission.

30. Enrollment of foreign citizens for training at the expense of the relevant budget, as well as under contracts with the payment of tuition fees by individuals and (or) legal entities, is carried out in the time and manner established by the college in these admission rules.

VICollege enrollment

31. The applicant submits the original document of the state standard on education until 15:00 on August 26.

32. After the deadline for submitting the original documents on education, the head of the college issues an order for the enrollment of persons recommended by the selection committee for enrollment and who submitted the originals of the relevant documents. An appendix to the enrollment order is a surname list of the indicated persons. The order with the application is placed on the next business day after publication on the information stand admission committee and on the official website of the college.

33. If the number of applicants exceeds the number of places, the financial provision of which is carried out at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets, educational organization carries out admission for training in educational programs of secondary vocational education in specialties based on the results of mastering by applicants educational program basic general or secondary (complete) general education indicated in the submitted state-recognised documents on education, i.e. average score.

34. When calculating the average score, marks in all disciplines indicated in the document on education are taken into account. Average score is taken into account to the second decimal place with rounding of numbers according to the rules of mathematics.

In case of equal points, the priority right for enrollment is enjoyed by:

- applicants with higher marks in major disciplines (in the order of enumeration), namely:

o by specialty 080114 Economics and accounting (by industry), 080214 Operational activities in logistics, 080118 Insurance business (by industry), 180110 Banking, 100701 Commerce (by industry) - mathematics, Russian language, computer science;

o specialty 230115 Programming in computer systems - mathematics, informatics, Russian language;

o by specialties 034702 Documentation support of management and archival science, 030912 Law and organization of social security - Russian language, History, Mathematics.

− winners of city, regional and all-Russian Olympiads in major disciplines with the provision of a document of the winner of the current year.

35. When submitting a document on primary or secondary vocational education, when calculating the average score, only grades in general education disciplines are taken into account.

36. Admission to the college, subject to availability, can be carried out until December 31 of the current year.

The state educational institution of secondary vocational education "Nizhny Novgorod College of Economics and Law" ("Nizhny Novgorod Industrial and Economic College" until 1991) was established on the basis of the Nizhny Novgorod Industrial and Economic Institute in 1922.

According to the data available in the archive, in the 1923/1924 academic year, 382 people studied at the technical school, including workers - 64 people, peasants - 127 people. At the same time, at the technical school, clerical and accounting courses for pupils of orphanages were created. In 1927, the first graduation of students in the amount of 21 people was carried out. In 1930, four departments functioned in the technical school: accounting and financial, accounting and planning, accounting and calculation, department of labor economics.

The technical school experienced difficult times during the Great Patriotic War. Most of the building was occupied by a military unit, there were not enough rooms, furniture, and electricity was often turned off. In September 1945, the entire building occupied before the war was returned to the technical school. The number of classrooms has increased. During the war years, despite the difficulties, 248 specialists were trained.

In 1956, a correspondence department was created at the technical school, in 1959 - an evening department. In the same year, a new specialty "Mechanization of accounting and computing work" was opened at the technical school, in 1970 - the specialty "Programming for high-speed mathematical machines."

The computer station, created in 1960, has now been transformed into a training computer center.

Since 1969, the technical school has been located in a modern building. In 1976, a hostel was put into operation.

From 1962 to 1990, an editorial and publishing group functioned at the technical school, which published educational and methodological documentation for students of correspondence departments of technical schools throughout the country.

In 1991, the Nizhny Novgorod Industrial and Economic College was transformed into the Nizhny Novgorod College of Economics and Law. Currently, the college trains specialists in the following specialties: - Economics and Accounting (by industry) - Management (by industry) - Law - Software computer science and automated systems. For excellence in education educational institution repeatedly noted by the Administration of the Kanavinsky district.

During the existence of the college, an experienced teaching staff has prepared full-time and correspondence departments more than 40,000 specialists.
