For citizens arriving from Belarus, Kazakhstan and Kyrgyzstan, absolutely the same rights are provided upon admission as for Russian citizens. In other words, if they successfully pass the entrance exams, they can count on studying at a Russian university in state-funded places. Such rights are granted to foreigners in accordance with an international agreement on the granting of rights to citizens of countries that are parties to the Treaty on Deepening Integration in the Economic and Humanitarian Fields.

On the basis of an agreement in the field of education signed in Tashkent on May 15, 1992, education in the Russian Federation is regulated for citizens of the following countries: Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Ukraine, Uzbekistan, Tajikistan, Turkmenistan.

The cost of education in universities of the Russian Federation for foreign citizens

If a foreigner does not have such funds, then to save money, you can consider student exchange programs, grants, and scholarship programs.
