1. General provisions
1. This Regulation on the procedure for admission is developed in accordance with the Law Russian Federation"On Education" - 1, Model Regulations on an educational institution of secondary vocational education (secondary specialized educational institution), approved by the Decree of the Government of the Russian Federation (as amended on 01/01/2001, 03/31/2003), on the basis of the order of the Ministry of Education of Russia dated December 9, 2002 No. 000 "On approval of the procedure for admission to state and municipal educational institutions of secondary vocational education(Secondary Special Educational Institutions) of the Russian Federation”, the Law of the Republic of Bashkortostan “On Education”, the Law of the Republic of Bashkortostan “On the Languages of the Peoples of the Republic of Bashkortostan”.
2. This Regulation governs admission to the SEC (Sibay College of Education) for training in basic professional educational programs of secondary vocational education.
3. Citizens of the Russian Federation are admitted to the SEC, Foreign citizens and stateless persons with basic general, secondary (complete) general or primary vocational education.
4. Upon admission, the SEC ensures the observance of the rights of citizens to education, established by the legislation of the Russian Federation.
5. Admission to the SEC is carried out on a personal application of applicants on a competitive basis in accordance with the results of entrance examinations conducted in order to determine the possibility of applicants to master the relevant basic professional educational programs secondary vocational education. The procedure for conducting the competition should ensure the enrollment of persons who are the most capable and prepared to master the relevant basic professional educational programs of secondary vocational education, unless other conditions are stipulated by the legislation of the Russian Federation.
6. On the basis of the order of the Ministry of Defense of the Republic of Belarus "On targeted admission to institutions of secondary vocational education of the Republic of Bashkortostan in 2011" No. 000 dated 01.01.2001, the SEC can allocate a certain number of places for targeted admission within the framework of the admission targets on the basis of agreements with the relevant state and municipal authorities and organize a separate competition for these places.
7. The SEC has the right to announce admission only if there is a license for the right to conduct educational activities in the relevant specialties: 050146 - Teaching in primary grades, 050130 - Musical education, 230701-Applied Informatics, 050144 Preschool education
8. To organize the admission of students to the SEI SPO "Sibay Pedagogical College", subject examination commissions are created, approved by the director of the SEC:
1. Mathematical commission.
2. Philological commission.
4. Commission for taking the exam in music.
5. Commission for taking the exam in computer science.
The chairman of the selection committee is the director of the educational institution.
9. The SEC organizes the work of visiting subject examination commissions in the regions of the Trans-Urals.
10. SEC ensures publicity and openness of the work of the selection committee.
11. Prior to the start of acceptance of documents, the selection committee of the SEC determines and announces:
The list of specialties for which the SEC announces the acceptance of documents in accordance with the license, while for each specialty with the allocation of forms of education, levels of secondary vocational education /basic, advanced/ and the education required for admission to basic general, secondary (complete) general;
Target figures for budgetary admission, including the number of places for targeted admission;
List of entrance examinations (name of subjects and forms of conducting);
Grading system for entrance examinations;
Programs of entrance examinations;
Admission rules educational institution secondary vocational education.
12. During the period of acceptance of documents, the selection committee daily informs applicants about the number of applications submitted and the competition, organizes the operation of special telephone lines to answer questions from applicants.
13. The information specified in this paragraph, copies of the license for the right to conduct educational activities and the certificate of state accreditation of the SEC, the results of passing each entrance test are placed on the information stand of the selection committee.
Information on the number of applications submitted, the competition and the results of entrance examinations is provided for each specialty.
14. GOU SPO "Sibay Pedagogical College" accepts students for full-time education on a budgetary basis on the basis of 9 classes in the following specialties:

16. Students day department are provided with a scholarship, taking into account their academic performance and participation in the community work of the college, if necessary, a hostel.
2. Acceptance of documents
17. Reception of documents from applicants for full-time education begins on June 15 and ends on July 31.

Other documents may be submitted by applicants if they apply for benefits established by the legislation of the Russian Federation, or are required from an applicant if there are restrictions on training in the relevant specialties of secondary vocational education established by the legislation of the Russian Federation.
18. The SEC is obliged to familiarize applicants and (or) their parents (legal representatives) with the charter of the educational institution, the license for the right to conduct educational activities and the certificate of state accreditation of the educational institution in specific specialties.
The SEC should provide an opportunity for applicants and (or) their parents (legal representatives) to get acquainted with the content of the main professional educational programs in the specialties, as well as with other documents regulating the organization of the educational process and the work of the selection committee.
19. When accepting documents, the following questions are fixed:
the fact of acquaintance of the applicant with a certificate of state accreditation of an educational institution of secondary vocational education in the specialty chosen for admission;
the fact of acquaintance of the applicant with the date of submission of the original document on education for enrollment;
These questions are fixed in the applicant's application and certified by his signature.
The applicant is issued a receipt for the acceptance of documents.
A personal file is created for each applicant, in which all the documents submitted by him and the materials for passing the entrance examinations are stored.
Acceptance of documents is recorded in the journal of the established form.
Registration logs and personal files of applicants are kept as strict reporting documents.
3. Entrance tests
20. Entrance tests are held from August 1, according to the schedule approved by the chairman of the selection committee.
The schedule of entrance examinations (in which, for each entrance examination, the subject, the form of the entrance examination, the date, time and place of the entrance examination, the date of the announcement of the results of the entrance examination) is indicated, the applicants are notified no later than 10 days before the start of the next stage of the entrance examination. tests.
21. All entrance examinations are conducted according to the programs corresponding to the educational programs of the basic general and (or) secondary (complete) general education. It is unacceptable to include in the program of entrance examinations questions that are not reflected in the educational programs of basic general and (or) secondary (complete) general education.
For entrance examinations control tasks signed by the chairman of the relevant subject committee and approved by the chairman of the selection committee. Approved control tasks are stored as a strictly accountable document.
22. In order to implement the Law of the Republic of Bashkortostan "On the Languages of the Peoples of the Republic of Bashkortostan", applicants pass entrance examinations for state languages RB.
Based on the letter of the Ministry of Defense of the Republic of Belarus No. 000/186 dated 14.05.09. "On the procedure for admission to state and municipal educational institutions of secondary vocational education of the Russian Federation" in accordance with paragraph 40, applicants pass entrance tests in Russian (with the exception of the entrance test in a foreign language and the entrance test in mother tongue and literature held in accordance with paragraph 40)
Applicants with a certificate with "distinction" pass entrance examinations for common grounds.
23. Entrance tests are conducted depending on the specialty in the following subjects:
Mathematics (testing);
Russian language (dictation);
Music (creative exam);
Biology;
Literature (testing);
24. Before passing the exams, enrollment is carried out for weekly preparatory courses from July 25 to July 29 in the following subjects:
Mathematics
Russian language
It is not allowed to count the results of the final exams of paid preparatory courses at the SEC.
25. Examination groups for entrance examinations are formed from 30 people in the order of registration of documents.
Persons admitted to the entrance examinations are issued examination sheets of the established form with a photograph of the applicant, signed by the executive secretary of the admission committee and sealed by the educational institution. At the end of the entrance examinations, the examination sheet is kept in the student's personal file.
The duration of entrance examinations for one group should be no more than 10 days. The interval between tests should be 1-2 days.
26. Oral examinations for each applicant are taken by two examiners. Preparation for the answer should last at least 45 minutes.
The survey of one applicant lasts no more than 15 minutes (except for creative tests). At the same time, no more than 5-6 people should be in the audience for each of the two examiners.
During the interview, the survey of one applicant lasts 20 minutes, including the time for preparing answers to the questions of the examiners. The interview procedure is documented in a protocol that records all questions of the examiners.
Written examinations are taken by one, and specialty examination by at least three examiners.
Written exams are held simultaneously with the entire group.
The following time limits are provided for the written entrance examinations:
in Russian (dictation) - 1 hour;
in mathematics (test) - 3 hours.
For holding written exam time is provided for no more than one hour per group in the Russian language (dictation).
Written work is done on sheets with the stamp of the Sibai Pedagogical College. Sheets with a stamp are stored until the issuance to the examiners by the responsible secretary of the selection committee and are subject to strict accounting. At the end of the entrance examination, all written works are transferred to the executive secretary of the selection committee.
The results of the entrance exams are determined by the marks: "5" (excellent), "4" (good), "3" (satisfactory), "2" (unsatisfactory).
27. Entrance tests are held in specially prepared rooms that provide the necessary conditions applicants for the preparation and delivery of entrance examinations.
At the entrance examinations, a calm and friendly atmosphere is provided, applicants are given the opportunity to fully demonstrate the level of their knowledge and skills.
28. Verification of written work is carried out only on the premises of the college and only by the examiners of the admission examination committee.
SPC ensures objectivity in assessing the abilities and inclinations of applicants.
The results of the entrance test are announced no later than the next day. Announcement of results is carried out in the form of a list , including all those who passed this entrance test.
29. Persons who did not appear at the entrance examinations without a valid reason, who received an unsatisfactory grade, as well as those who took the documents during the entrance examinations, drop out of the competition and are not enrolled in the SEC.
It is not allowed to retake the entrance test when receiving an unsatisfactory grade and retake the entrance test in order to improve the grade.
Persons who did not appear at the entrance examinations for a good reason are admitted to them, with the permission of the chairman of the selection committee or the executive secretary, in parallel groups at the next stage of the entrance examinations or individually, in the period until the completion of the entrance examinations.
The applicant must inform the educational institution about the impossibility of attending the entrance examination due to illness before the start of the entrance examination or submit a certificate of illness no later than three days after the entrance examination
30. SEC can count as the results of entrance examinations for participation in the competition (along with the results of entrance examinations to this educational institution) the results of the GIA (State Final Attestation).
31. For the period of entrance examinations, non-resident applicants are provided with a hostel.
32. Without entrance examinations, winners and prize-winners of Olympiads for schoolchildren are accepted in accordance with the Procedure for holding Olympiads for schoolchildren, approved by order of the Ministry of Education and Science of the Russian Federation of 01.01.01 No. 000, as amended by the order of the Ministry of Defense and Science of the Russian Federation of September 4, 2008 No. 000.
4. Enrollment in an educational institution
33. Enrollment in the SEC should be carried out after the completion of entrance examinations and end no later than 10 days before the start of training sessions.
Enrollment in an educational institution is carried out according to the number of points scored by the applicant in these tests.
34. In accordance with paragraph 3 of Art. 16 of the Law of the Russian Federation "On Education" out of competition, subject to successful passing of entrance examinations, upon presentation of the relevant documents , SPC accepts:
orphans and children left without parental care;
children with disabilities, disabled people of groups I and II, who, according to the conclusion of the institution of the State Service for Medical and Social Expertise, are not contraindicated in studying in the relevant educational institutions;
citizens under the age of 20 who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the corresponding subject of the Russian Federation;
citizens dismissed from military service and entering the SEC in the relevant educational institutions on the basis of the recommendations of the commanders of military units, participants in hostilities and disabled combatants.
Citizens dismissed from military service enjoy the preferential right to enter state and municipal educational institutions of secondary vocational education.
Out of competition, subject to the successful passing of entrance examinations to educational institutions of secondary vocational education, citizens of other categories provided for by law are also accepted.
In case of equality of competitive points, the following categories of applicants receive the priority right for enrollment:
Military retired within the last three years;
Applicants with certificates for academic excellence, for participation in cultural, social, sports life.
35. In accordance with paragraph 3 of Art. 16 of the Law of the Russian Federation "On Education" winners and prize-winners of the final stage All-Russian Olympiad schoolchildren and members of the national teams of the Russian Federation participating in international Olympiads in general education subjects and formed in the manner determined by the Government; Russian Federation, are accepted without entrance examinations to the SEC for training in specialties corresponding to the profile of the Olympiad.
36. After completing the entrance examinations within the time limits established by the SEC, the applicant submits the original state-recognised document on education.
The interval between the end date of entrance examinations and the date of submission of the original document of education must be at least three working days. The end date of the entrance examinations is the day of the announcement of the list of applicants who have passed the entrance examinations, indicating the general results of passing the entrance examinations at the information stand of the selection committee.
37. Based on the generated list of persons who can be enrolled as students based on the results of entrance examinations, in accordance with the submitted original documents on education, the director of the SEC issues an order on enrollment in the number of students.
38. An applicant who wants to pick up the documents submitted for admission (including the original document on education) from the SEC, these documents are issued upon a written application within 24 hours.
39. Persons who have not passed the competition are issued, at their request, certificates of passed entrance examinations for participation in the competition in other educational institutions.
5.Organization of targeted reception
40. Target admission is carried out on the basis of a separate competition among persons sent by state and municipal authorities for admission to target places specially allocated by the SEC within the admission control figures.
41. Target reception is carried out in accordance with agreements between the SEC and state and municipal authorities.
42. Persons sent for targeted admission pass entrance examinations in accordance with this Procedure and the rules for admission to an educational institution of secondary vocational education.
43. A student enrolled in a target place concludes a tripartite agreement with the state municipal authorities of the district and the educational institution, which provides for the obligations of the parties, including the forms of their mutual responsibility.
44. Persons who did not pass the competition for target places may participate in the general competition for any form of training in the SEC.
45. Target places that remain vacant after passing the entrance examinations and enrollment are provided to applicants from the regions of the Republic of Belarus provided for by the target admission plan , participating in the general competition.
46. All procedures for targeted admission are documented in the protocols of the admission committee of the SEC.
6. Acceptance and consideration of appeals
according to the results of entrance examinations
47. Based on the results of the entrance test, the applicant has the right to file a written appeal with the SEC about the error, in his opinion, of the assessment given at the entrance test (hereinafter referred to as the appeal).
The applicant has the right to familiarize himself with his examination paper in the manner prescribed by the SEC.
48. Acceptance of appeals is carried out on the day of the announcement of the results of the entrance examination.
Appeals are only accepted from applicants.
Appeals are considered on the day they are filed or the next day. The applicant is informed of the time and place of the consideration of the appeal.
49. To consider appeals for the period of entrance examinations, an appeal commission is created by order of the director of the SEC. It is recommended to include in the Appeal Commission as independent experts representatives of educational authorities, teaching staff SPK.
50. Consideration of an appeal is not a re-examination; during the consideration of an appeal, only the correctness of the assessment of the result of passing the entrance test is checked.
51. The applicant has the right to be present during the consideration of the appeal. With a minor applicant (under 18 years old), one of his parents (legal representatives) has the right to be present.
52. When filing an appeal, as well as in the case of being present during the consideration of the appeal, the applicant must have a document proving his identity.
53. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the result of passing the entrance test.
If it is necessary to change the assessment, a protocol of the decision of the appeal commission is drawn up, in accordance with which a change in the assessment is made in examination paper applicant, his examination sheet and examination sheet.
The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant. The fact of familiarization with the specified decision is certified by the signature of the applicant. An extract from the protocol of the decision of the appeal commission is kept in the personal file of the applicant.

The history of the SBEI SPO "Sibay Pedagogical College" has been counting since 1963, from the day the school department was opened by order of the Minister of Education of the RSFSR No. 696 of June 5.
GBOU SPO "Sibai Pedagogical College" is called the "Forge of teachers for the Bashkir Trans-Urals". Since 1963, he has given a serious start in life to more than seven thousand graduates.
The first director of the school was appointed MambetkulovB.M., Honored Teacher of the BASSR, RSFSR, who was awarded the KD Ushinsky medal for outstanding services in the field of public education. Under his leadership, with the support of his deputy Bikbulatova F.G., Karpova N.I., teachers who were distinguished by exceptional performance and high professional competence, the school declared itself as one of the leading educational institutions providing high-quality training of mid-level specialists for schools in the Trans-Urals.

The college has modern educational and material base, which contributes to the quality training of specialists - these are 53 classrooms, 11 classrooms for individual lessons music, 2 sports halls, 3 computer rooms and 4 training and production workshops, a media center.
The educational institution has 645 students and 109 teachers. The team is headed by the candidate of pedagogical sciences Yanbekova Zaytuna Rakhmetovna.
On December 8, the staff of the GBPOU Sibay Pedagogical College received a draft Action Plan ("Road Map") for the development of the Sibay Institute (branch) of the FSBEI HPE "Bashkir State University» (SIBGU) for 2017-2019 (in the context of the development of a branch network operating on the territory of the Republic of Bashkortostan). Having familiarized ourselves with the Roadmap, we are outraged by this. that the merger of the college with SiBGU was called the liquidation of the GBPOU Sibai Pedagogical College. The liquidation of the college is the loss of its legal entity. At the moment, the college staff is at a loss, since it was originally planned to merge our college with the Siberian State University while maintaining the legal entity at a later time. The team was not informed of the legal grounds for this decision.
Our team adequately fulfills the criteria of state accreditation, has sufficient material and technical base and deserved authority among employers. The college implements effective educational activities: Completes the intake plan annually. The total number of students is 576 people from the regions of the Bashkir Trans-Urals. Pedagogical College graduates are successfully employed (68%), 25% of graduates continue their studies at universities. During the liquidation of the college, the rights of 36% of underage students, provided for by Article 46 of the Constitution of the Russian Federation, are violated. Students are in an uncertain position: they are not sure about the quality and accessibility of education at SBSU in the light of recent events and inspections by the FSB of their educational and organizational activities.
The Sibai Pedagogical College has a 55-year history, over the years it has produced thousands of outstanding personalities who are successfully working for the benefit of the Republic of Bashkortostan and Russia.
Given the complexity of the socio-economic situation that has developed in the region and the city, equated to a single-industry structure, the teaching staff, 91% of which have the highest and first categories, is alarmed by tomorrow, the uncertainty of their future life. Today, when every family has mortgages, loans, educates children in universities, has minor children, there is no certainty that we will keep our jobs at the Sibai Institute (branch) of the Bashkir State University.
Veteran pensioners (more than 100 people) are attached to the Pedagogical College, who, in the event of liquidation, will be left without the care of their team.
The college owns an academic building and hostels for students and staff. In the event of liquidation and affiliation with the Sibay Institute (branch) of FSBEI HPE "Bashkir State University", these buildings will remain unclaimed. The Ministry of Education of the Republic of Belarus and the city have such experience.
The team takes an active part in the socio-political life of the country, PEC No. 630 operates on the basis of the college, the members of this commission are actively campaigning and the current situation prevents the full-fledged work of the PEC.
On the eve of the New Year holidays and the upcoming elections of the President of the Russian Federation, students, teachers, employees and members of their families found themselves in a position of collective inferiority in the city, region and republic.

The first director for 9 years was B.M. Mambetkulov, a participant in the Great Patriotic War, Honored Teacher of Russia and the Republic of Bashkortostan, owner of the Ushinsky medal. For more than 25 years, Kh.Kh.Khamitov, Honored Teacher of the RSFSR, headed the school. With him pedagogical school received the status of a college and was recognized as the best in the republic. From 1998 to 2003, T.M. Vagapov was the director of the Pedagogical College, Honorary Worker middle special education RF, Honored Teacher of Schools of the RF, Excellence in Education of the Republic of Belarus.
